Position Overview: Work as part of a team applying consistent management practices to assigned enterprise application systems across development, test, and production environments. Ensure the successful execution of regularly scheduled and ad hoc jobs required to support specific business processes. Identify and troubleshoot errors that arise so issues can be resolved or escalated to other technical staff or vendors for resolution. Manage the scheduling, user-level security, and other administrative functions for assigned systems. Work closely with vendor teams to coordinate upgrade, patching, and support activities. Actively work to identify and implement opportunities for continuous improvement on all key operational processes. Work steadily to align with industry best practices.

Essential Responsibilities:

  • Understand, monitor, and manage application functioning and performance.
  • Develop and carry out maintenance schedules and processes for all environments.
  • Identify, diagnose, and resolve or escalate errors that arise from scheduled processes.
  • Communicate with end-users and provide production support to keep them informed of any operational issues that arise including business impact and plans to resolve.
  • Develop and maintain system user guide and work procedures for all primary processes as well as provide end user training on system and procedures.
  • Proactively identify opportunities for system, interface and process improvement on all assigned systems.
  • Work with manager and business users to prioritize and implement solutions accordingly.
  • Partner with other IT staff and vendors to manage and improve interfaces between applications.
  • Develop, maintain and execute lifecycle plan to include: testing plans, release roadmaps and change pack coordination for systems and applications.
  • Administer user security on assigned systems Monitor and support all data exchanges either directly or via vendor.
  • This includes verifying transmission/receipt of all required data with entities such as CMS, Oregon Health Authority, etc.
  • Provide support for annual open enrollment period. Schedule work to meet completion dates.
  • Maintain professional, service-oriented relationships with all stakeholders including other IT staff, internal customers, external customers, and vendors.
  • Serve as a technical subject matter expert and positive role model on the team.
  • Effectively manage and complete all Application Administrator standard work items as assigned.

Supporting Responsibilities:
  • Meet department and company performance and attendance expectations.
  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
  • Perform other duties as assigned.

Work Experience:
  • Two to five years of application administration experience required. Experience in health insurance preferred.
  • Skilled in upgrades, and best practice as it relates to system monitoring and alerting, configuration, integration, utilization, optimization, and change management.
  • Practical experience effectively supporting enterprise level applications, both hosted outsourced and on-prem solutions according to best practice required.

Education, Certificates, Licenses: Bachelor's Degree or equivalent work experience in Computer Science, Information Systems, or related field. ITIL certification preferred.

Knowledge:
  • Proactive, self-starter with advanced leadership and self-management skills.
  • Ability to effectively coordinate and complete numerous, simultaneous strategic projects and assignments.
  • Requires excellent communication and analytical skills. Strong SQL, relational database structure, and reporting skills.
  • Tableau, Power BI, Visual Studio, C#, C++, and .Net skills preferred.
  • Extensive knowledge of industry standards and best practice required.
  • Responsible for accurate and reliable system audits, assessments, and architecture reviews.
  • Demonstrated ability to effectively provide formal recommendations to management as it relates to process improvement and optimization opportunities.
  • Skilled with previous experience conducting regular system/application maintenance, audits, upgrades, implementations, as well as utilization, and scalability reviews. Excellent interpersonal communication skills for working with internal and external customers.
  • Proficient with MS Windows IT environments.
  • Skill and ability to effectively manage competing priorities, and navigate ambiguity with precision in a highly complex time sensitive environment.
  • Experience with Microsoft SharePoint, Dynamics CRM, and HR applications a plus.

Physical Requirements: Stoop and bend. Sit and/or stand for extended periods of time while performing core job functions. Repetitive motions to include typing, sorting and filing. Light lifting and carrying of files and business materials. Ability to read and comprehend both written and spoken English. Communicate clearly and effectively.
