Description:

Reporting to the Director of Procurement Services, the Assistant Director of Procurement Services shall manage all phases of the procurement process, ensuring compliance with University policies and guidelines. This position provides essential leadership, training and supervision to ensure all University purchasing is completed in a timely manner, following best business practices, ensuring sound financial oversight and risk mitigation to protect university resources.

Characteristic Duties and responsibilities include, but are not limited to:

* Develops and implements procurement strategies that effectively yield cost savings and promote strong fiscal practices to align with departmental budgets.
* Writes and/or supervises bid specifications, bid and proposal packages for equipment, services and leasing, and related contracts.
* Ensures purchasing documentation is complete, accurate and in compliance with University policies and regulatory requirements.
* Benchmarks strategic sourcing, bidding, negotiation and contracting processes with peer institutions and other industries.
* Reviews, negotiates, and processes strategic sourcing agreements, supporting University departments in accordance with governing regulations and University policies.
* Coordinates the review of all procurement standard and non-standard contracts.
* Oversees and coordinates the procurement of technology and life science equipment.
* Works with departments and Information Technology Services (ITS) to identify and select hardware, software, and peripherals, which align with technology, life science, and other program-specific specifications to ensure they are supportable and eligible for integration.
* Ensures compliance with University's procurement policies and procedures as it relates to technology acquisitions, health and safety, and curriculum/service delivery.
* Identifies and negotiates terms for equipment leasing programs.
* Reviews and identifies opportunities for process improvements, standardization, utilization, other expense reduction or avoidance opportunities, improving customer satisfaction and the total value proposition of strategic sourcing.
* Ensures compliance with federal and state laws and other regulatory guidance.
* Supports comprehensive supplier diversity and sustainability goals.
* Performs other procurement responsibilities as assigned.

This is a full-time, onsite position; work for this role is performed on campus.

Qualifications:

* Bachelor's degree required in business, supply chain, or related field.
* Certifications preferred: CPPO, CPPB, or CPM certification; or commitment to obtain certification within a mutually agreed upon time period.
* Minimum of 7 years' related experience required.
* Proficiency in bidding, negotiating and contracting, and procurement regulations.
* Experience with technology and life science-related category sourcing.
* Experience with negotiations of leasing agreements.
* Demonstrated success building relationships with a proven ability to negotiate and partner with the campus community and University vendors.
* Ability to work both independently and as part of a team.
* Strong written and verbal communication skills are essential.
* Proficiency with financial systems required, as well as Microsoft Excel and Word.
* Experience with Banner or similar ERP platform preferred.
