The Department of Planning and Development is currently seeking an individual, passionate about historic preservation and restoration. This Assistant P lanner-Historic Preservation will partner with our team to seamlessly blend our capital's thrilling history and exciting future.
This position:

  • Reviews and issues decisions on permits for historic preservation and design review regarding over-the-counter historic preservation permits, substandard lot, minor exterior commercial changes and other administrative review topics
  • Assists senior planning staff with research related to historic preservation and design review
  • Provides assistance to the public on planning and zoning, historic preservation and design review questions and application procedures
  • Work is performed under general direction and reviewed for quality of research, analysis, and recommendations
  • May be eligible for a hybrid schedule

Essential Functions

Researches, reviews, and issues decisions for administrative level applications and review zoning certificates for design review, including canopies, awnings, site work, landscape modifications, and minor exterior changes to commercial and industrial structures. (50%)

Performs background research related to land use, zoning, and previous entitlement history. Conducts general parcel research through archived city records, GIS systems, subdivision plats, Sanborn Fire Insurance Maps, design guidelines and assessor's records. (25%)

Assists the front desk planners with customer service by interpreting zoning regulations, City Code processes and procedures, approving walk-in building permits, etc. Conducts general parcel research through the archived city records, GIS system, subdivision plats and Assessor's records. (15%)

Reviews building plans to ensure compliance with zoning requirements. Researches plat approval and zoning requirements, including previous entitlements, setbacks, height, parking and location within floodplain or foothills. (10%)

Requirements

Required Knowledge, Experience, And Training
  • Bachelor's degree in Planning, History, Urban Planning, Architecture, Landscape Architecture, or related field
  • 1 year of experience conducting research and analyzing problems and issues related to urban planning and land-use controls
  • Or an equivalent combination of experience and/or education
Knowledge
  • Theory, principles, standards and practices of professional urban planning and/or architecture
  • Application of the Secretary of the Interior's Standards for the Treatment of Historic Properties, application of land use, physical and environment design, ecological science and zoning theory and practices to the planning process
  • Pertinent ordinances, codes and regulations, current literature and developments in planning, research methodology as applied to the collection and analysis of planning data, research techniques and report writing
  • Terminology, symbols, methods, techniques and instruments used in planning
  • Methods and techniques of citizen involvement as they apply to planning processes
  • Computer operations including word processing, spreadsheets, database and related software applications
Ability
  • Understand, interpret, explain and apply federal, state and local law, regulations, policies, procedures and standards
  • Interpret graphic information such as blueprints, layouts, maps, plans and specifications, graphs and statistical data
  • Research, analyze and summarize planning data both manually and with computer programs
  • Work effectively with others and deliver courteous, responsive, effective customer service related to planning issues
  • Speak clearly and concisely, communicate technical information through graphic presentations and written correspondence
  • Explain various codes pertaining to the development and subdivision of land, signs, annexations and general plans
  • Deal with difficult people, angry citizens and upset applicants and resolve their issues within the confines of laws, rules, policies and processes
  • Exercise sound judgment and reach appropriate conclusions within established policies and guideline
  • Display an attitude of cooperation and work harmoniously with all levels of City employees, the general public and other organizations
  • Communicate effectively in the English language at a level necessary for efficient job performance
  • Complete assignments in a timely fashion, understand and comply with all rules, policies and regulations; maintain regular attendance; perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation
Preferred Knowledge, Experience, And Training
  • Bachelor's degree and 4 years of experience in architecture, professional planning, urban design, historic preservation or similar field
  • Experience in the public sector, knowledge of state statutes and planning case law are preferred
  • Possession of American Institute of Certified Planners (AICP) Certification
Special Requirements
Applicants must be able to pass:
  • City of Boise background check processes including a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation
