Responsibilities
Perspecta has an immediate need in our Health Payer Segment for an AWS Infrastructure Manager/Architect Lead to support the Centers for Medicare and Medicaid Services (CMS) Integrated Data Repository (IDR) Cloud Migration project. The position is remote although a location close to Baltimore would be helpful. Ability to achieve Public Trust Clearance is required. Has worked in the US three out of the past five years.
The Integrated Data Repository (IDR) is the centerpiece of CMS' Enterprise Data Warehouse Strategy. The IDR responds to the Agency's critical need to have an integrated data environment that contains Medicare and Medicaid data (e.g. claims, beneficiary, provider, and plan data). The underlying technology of the IDR is an integrated Hadoop and Teradata Enterprise Data Warehouse. It supports the massive volumes of data associated with CMS' program benefits. This cloud migration will include migrating data from IDR Teradata, migrating IDR streams, setting up the IDR Cloud Data Warehouse, and establishing an Operations and Maintenance plan.
POSITION OVERVIEW:
This position requires the individual to effectively manage a team of Cloud engineers, architects, and administrators to build, operate and maintain the IDR Cloud System. This AWS Infrastructure Manager will provide overall technical oversight and architectural leadership to effectively perform the IDR Cloud Migration and Modernization activities.

Qualifications
Requires 12 to 15 years with BS/BA or 10 to 13 years with MS/MA or 7 to 9 years with Ph.D.
· Experience leading a similarly scoped Cloud Migration project(s), preferably in the CMS environment.
· Experience as a technical lead/architect of a large Enterprise Data warehouse.
· AWS Cloud certification is required, preferably professional level.
· Experience utilizing DevSecOps methodology.
· Experience utilizing Agile development practices (Jira &Confluence experience is beneficial).
· Experience with Cloud Data Warehouse and tools utilized for this implementation such as Databricks and Snowflake is beneficial.
· Experience and knowledge of Python, Informatica, and on-prem Teradata RDBMS is beneficial.
· Strong data analytical skills.
· Ability to collaborate and coordinate with other contract Government resources.
· Industry experience is beneficial (Medicare, Medicaid, Healthcare or commercial insurance).
· Expertise with Microsoft Office Suite, especially MS Project and Excel required.
· Experience with CMMi level 3 practices is beneficial.
· Experience with the CMS Target Lifecycle (TLC) is beneficial.
· Excellent organizational, communication, and time management skills.
· Ability to work effectively in a team and lead teams to timely resolutions of customer requirements.
· Experience working with clients and technicians.
· Pro-actively seeks problem resolutions.
· Quick learn of new systems, tools, processes.
· Self-starter and able to deal with ambiguity.
Must Have Qualifications & Experience:
To support the IDR Cloud efforts, the government desires a Cloud certified professional who has successfully led a similarly scoped contract in the CMS environment. This individual is expected to have a thorough understanding and knowledge about the CMS Technical Reference Architecture (TRA), 3-zone architecture, data centers, infrastructure, network connectivity, security policy and operations; have strong Cloud technologies and services knowledge; have knowledge and experience with agile methodology and migrating on-premise system to the Cloud; have strong analytical and architectural skills; have strong communication and presentation skills.
