Job Summary:

The Certified Payroll/Accounts Payable Specialist works closely with Human Resources, Payroll and Project Manager to assist throughout the construction project by preparing labor compliance documents, managing certified payroll reports, and maintaining compliance with the uploading of certified payroll reports to State/Federal/agency websites. This position is responsible for processing weekly payroll and the accounts payable invoices for the construction group. The Certified payroll specialist reports directly to the Contracting Operations Manager.

Essential Functions:

  • Weekly uploads of certified payroll reports into agency website for all assigned public works projects (DIR, PRISM, LCP Tracker, Emars, etc.)
  • Prepare and maintain all project required compliance documents prior to the start of any public works projects.
  • Obtains wage determinations and makes requests for additional classifications and wage rates when needed.
  • Notifies contractors and subcontractors of wage violations/infractions and requests corrective action be taken immediately; tracks restitution payments.
  • Resolves payroll compliance discrepancies in a timely manner.
  • Participates in review process for contractor payment applications and signs off prior to payment indicating compliance by contractors and subcontractors with certified payroll payments and reporting.
  • Develops and implements company procedures for monitoring of wage compliance and reporting
  • Processes weekly payroll, verifies correct wage rates, and processes corrections when needed. Will work closely with our corporate payroll department.
  • Responsible for coding and processing accounts payable invoices
  • Trains contractors and subcontractors on the requirements of federal and/or state prevailing wage compliance.
  • Reviews contractor and subcontractor certified payroll reports to ensure accuracy and compliance with wage scale, apprenticeships, fringes, wage determinations, authorized employee payroll deductions.
Required Knowledge, Skills, and Abilities
  • Three to five year years of relevant experience with certified payroll and accounts payable, prevailing wage/payroll, and/or Davis-Bacon OR
An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position. Required Knowledge, Skills and Abilities
  • Strong organizational skills with demonstrated ability to prioritize and complete tasks in a timely manner.
  • Detail oriented, with the ability to multitask and deal with changing priorities throughout the workday.

  • Employee must be able to communicate effectively, both spoken and written, in English.
  • Ability to speak/listen on the phone, type using a keyboard, and to sit for long periods of time.

Desired Skills

  • Working knowledge of compliance programs (DIR, PRISM, LCP Tracker, Emars).
  • Proficient in the use of Microsoft Office; Word and Excel.
  • Experience with Bid2Win construction software helpful
