Chief of Staff to the VP of State & Local Affairs
Johns Hopkins State and Local Affairs works to build and strengthen the relationships of Johns Hopkins University and Medicine and the Johns Hopkins Health system with a wide variety of external stakeholders from policymakers to business and community leaders, as well as neighborhood residents, whose interest and support are vital to the mission of Johns Hopkins. GCA staff members represent and help coordinate efforts at the state and local levels and in surrounding communities. GCA also serves as a resource for Johns Hopkins internal audiences by keeping those audiences apprised of risks and opportunities arising from policymakers' proposals and actions.

We are seeking a Chief of Staff to the VP of State & Local Affairs who serves as a critical representative of the Vice President, State and Local Affairs at Johns Hopkins University on matters relating to the critical functions and goals of the office. Supports the work of the VP, serving as chief of staff, in directing and managing the short and long-term critical priorities, initiatives and activities that relate to current projects and goals that will enhance and/or transform the effectiveness and efficiency of the VP's office.

The person will work closely alongside the senior leadership team, providing representation, advice, input, project management and tracking, efficiency and operations excellence. This role requires strong organizational and collaboration skills, including planning, project management and supervisory skills, familiarity with relevant services and programs, and the ability to navigate a highly complex organization with diverse stakeholders.

This individual will serve as an information conduit to the VP, providing critical information and updates on matters of significance in a timely and expeditious manner. This individual will participate in senior level discussions and decision-making, presenting relevant information and research findings, tracking and following up as appropriate on deliberations, decisions and action plans, as well as drafting policies, reports, correspondence and other materials.

This individual will also develop, direct, and coordinate presentations, major addresses, remarks, and high-level briefings to the President, Provost and other members of the university leadership and/or outside constituencies.

Specific Duties & Responsibilities:

  • Support the Vice President in leading the operations of university-wide State and Local Affairs, working in close consultation and collaboration with the Deans, Directors and a variety of offices enterprise-wide.
  • Acts as key adviser to the VP. Identify and brief Vice President on key issues requiring special knowledge and understanding of programs, initiatives, goals and objectives beyond day-to-day operational knowledge. Ensures matters requiring the VP's attention are developed, researched and evaluated thoroughly before presentation.
  • Serve as the information conduit to the VP, providing critical information and updates on matters of significance in a timely and expeditious manner. Reviews correspondence, communications, reports and presentations submitted to the VP; obtains additional information and/or recommends appropriate changes to facilitate future discussions.
  • Participates in senior level discussions and decision-making, presenting relevant information and research findings, taking notes on deliberations, decisions, and action plans as well as drafting policies, reports, correspondence and other materials, including those presented to the Provost and other Executives.
  • Ensures that the agenda and priorities of the VP's office are understood, supported and advanced, serving as the VP's voice - conducting briefings or meetings, providing clarification, direction or the necessary coordination, and/or carrying out key or vital initiatives on behalf of the VP.
  • Conduct and/or research activities in support of planning and decision making such as benchmarking initiatives with peer institutions, including research of best practices.
  • Exercise independent discretion and judgment and assume full responsibilities for resolving issues and problems of material importance.
  • Manage operations of the VP office, and may lead a team of direct reports.
  • Serve as a generalist, stays current on contemporary issues of the day in higher education and able to give thoughtful insights and consideration to the variety of current and strategic issues and topics within State and Local Affairs as it relates to Johns Hopkins, health care, and higher education.
  • Participate in crisis management and response, drafting and disseminating communications as appropriate.
  • Under the VP's direction, develop and support a culture of continuous quality-improvement, shared efficiencies and professionalism within the office.


Represent the State & Local Affairs Organization
  • Builds and stays in close working relationship and coordination with a wide range of offices and staff, internal or external to the University and the Health system as well as the office of State and Local Affairs.
  • Convenes, manages and facilitates workgroups as assigned by the VP on committees as assigned.
  • Independently represent the VP and the needs of the office at internal and external meetings.
  • Interact with the senior leadership team and senior leaders of the JHU Schools on matters of importance to the VP on their behalf or in their absence
  • Attend meetings, gather information, represent the VP, and make decisions as appropriate.


Project Management
  • Independently manage critical, timely and important short-term and long-term special projects on behalf of the VP. Collaborates as required with other team members, including developing plans, defining and communicating alternatives and making recommendations regarding appropriate courses of action based on thorough understanding of desired outcomes, expectations and timelines.
  • Assume responsibility for keeping broad State and Local Affairs initiatives on-track and completed on a timely basis. This includes working directly with Deans and Directors from the schools university-wide, and Health system leadership to obtain and track pertinent, and frequently sensitive and confidential information.
  • Tracks and assesses progress toward goals/priorities and takes appropriate action to influence outcomes.


Communications
  • Advise the VP on invitations, speaking engagements and professional commitments.
  • Coordinate all media requests (internal and external) within the office in collaboration with university central and divisional communications resources when appropriate.
  • May supervise the internal office communications team, overseeing the development of communications from the VP and in close coordination with central communications teams in the university and the health system.
  • Work with autonomy and respect the importance of collaboration to build agreement.
  • Maintain the highest levels of confidentiality.
  • Flexible, highly skilled and independent position able to handle other appropriate matters as assigned by the VP.


Minimum Qualifications (Mandatory):
  • Bachelor's Degree required with a minimum of 7 years progressively responsible related experience.

Preferred Qualifications:
  • Previous experience working in government affairs in a higher education or health care organization.
  • Previous experience supervising and developing staff preferred.

  • Understanding of and commitment to the mission of research, teaching, and patient care in a premier university and health system.
  • Experience working closely with senior level executives in an education, government or corporate setting.
  • Demonstrated ability to manage large and complex initiatives to successful completion with the ability to manage multiple and competing priorities simultaneously.
  • Ability to think and plan strategically and possess a leadership style that works in collaboration with a wide variety of constituencies, building good working relationships.
  • Excellent oral, written, problem solving and interpersonal skills. Perceptive and politically savvy with a high degree of diplomacy, tact and discretion.
  • Proven ability to handle highly confidential information in a professional manner required.
  • Outstanding management skills particularly in strategic and operational planning, facilitation, team building, change management and process improvement.
  • Must have the ability to exercise good judgment, make independent decisions, establish and maintain cooperative relationships with senior leadership, university officials, and diverse teams.
  • Strong supervisory abilities and proven experience in managing and developing high performance teams.
  • General knowledge of Microsoft Office, presentation, database, and web applications required.
