The Clinical Director of Behavioral Health Services is a vital team member within the Virginia Region. This position will be responsible for the expansion of the VOAC Behavioral Health Services in Virginia to ensure licensing with DBHDS and Medicaid reimbursement services. This position will oversee the outpatient Mental Health and SUD services and programs and ensure Behavioral Health services are integrated across VOACC programs, where appropriate. This position provides supervision, the oversite of clinical and therapeutic roles, which includes direct services to clients who may have been identified as needing both mental health and substance use treatment. Additionally, this position will oversee the billing of licensed services, ensure that duties entail individual counseling, group therapy, psychoeducation, mental health assessments, treatment planning, crisis intervention, coordination and referral to other health care providers, maintenance of accurate records and discharge planning. Additionally, this position will be responsible for overseeing Medicaid billing, tracking productivity standards, and assessing the clinical interventions that are being provided by the clinical treatment team.

REQUIREMENTS:

• Master's degree in psychology, human services, counseling, or substance abuse/addiction counseling.
• Experience working in Substance Use Disorders Outpatient Programs and/or Behavioral Health treatment program which would include knowledge of the DBHDS regulations, licensing process, and reimbursement through Medicaid.
• Two (2) years' behavioral health (SUD or Mental Health) experience, at minimum.
• Advanced Clinical licensure in Virginia required in Social Work, Counseling, or related field (LCSW, LPC).

RESPONSIBILITIES:

• Coach, supervise and develop staff to ensure quality service provision.
• Oversight for accurate Medicaid billing and productivity standards.

• Responsible for provision of mental health services concurrently with substance abuse/chemical dependency treatment. Provide services in accordance with the objectives, goals, policies and procedures of agency recovery services.
• Track and monitor treatment outcomes as established by program contracts.
• Maintain working knowledge of grants and projects.
• Ensure reporting and data points are captured and documented.
• Provide clinical supervision to treatment staff.

• Ensure that services are person centered.
• Ensure that mental health assessments are conducted, as per program guidelines.
• Provide individual counseling and education to individuals via various evidenced based counseling methods, didactic training and video learning materials.
• Oversee clinicians' treatment documentation and written reports in a timely manner.
• Work within the team to address housing needs/barriers and ensure continued treatment.

• Ensure Case Management services are provided in accordance with best practices.
• Oversee referrals to address clients' needs i.e., mental health providers, social service agencies and continuing care. Provide advocacy and follow-up on referrals as needed.
• Attend staff meetings and work collaboratively with staff in case-staffing and reviews.
• Route accurate and complete statistical data to VP, Director of Operations, and agency's Office of Excellence in a timely manner.
• Participate in all trainings related to compliance and improvement of service delivery.

• Maintain respectful relationships with current/former clients, their family members, and collateral resources.
• Maintain confidentiality according to professional ethics and statutory regulations.
• Perform other related duties as assigned.

• Demonstrated ability to exercise good judgment in decision making and work independently with minimal supervision.

• Strong public speaking and organizational skills.

• Required to have current TB immunization and/or verification incumbent as a "reactor."
• Voluntary immunization for HEP A&B will be offered/provided.
• Current CPR and First Aid training/certification will be provided.
• Ensure timely diagnostic assessments and information from client, family and collateral sources are gathered to assist service integration and with development of individual treatment plan.
• Proficient knowledge and understanding of alcohol and other drug use disorders.

• Services are provided by staff who are trained and competent to perform assigned duties.
• Services are offered in compliance within Federal, State and regulatory and Agency standards
• Ensure program adherence to funders' requirements, statutory regulations and agency Policies and Procedures.

• Collaborative relationships with other community service providers are strengthened and potential client crises are actively diverted.
• Positive and impactful local/regional professional and community relationships are developed and maintained, including with contractual and funding sources, regulatory agencies, and professional associations.

• The ability to safely operate a motor vehicle to transport oneself, consumers, and program supplies as necessary.
• The physical ability to travel to assigned locations, stand, stoop, bend, reach, pull, push, lift, grasp, climb, talk, see, hear and perform basic and light home maintenance activities, and operate office equipment.
• Move and lift light objects up to 30 pounds such as mail, supplies, files, and equipment.
• Operating office equipment requiring continuous or repetitive hand/arm movements.
• The ability to remain in a sitting position for extended periods of time.
