Job Summary
Directs and administers all College accounting and fiscal activities of the central fiscal control section of the College, ensuring compliance with federal and state regulations and standards; manages the College's accounting and financial reporting systems, collection of revenues, and the custody and distribution of funds; serves as the key integrating role between the CFO and all finance areas; performs work of considerable difficulty to develop and direct strategic initiatives in coordination with the mission of CAC for all areas of finance; has responsibility for preparing the College's Annual Comprehensive Financial Report and other related reports; provides work direction to all areas within the Finance Department; reviews budget for the District prior to CFO and Governing Board approval; and serves as an Executive Council member.
Responsibilities
Develops, recommends, and implements internal accounting procedures and control procedures to follow in the preparation of financial statements and procedures to manage workflow in the accounting section in order to ensure compliance with governmental accounting practices, professional standards, external restrictions, and District policies. Prepares departmental budget and assists in the preparation of annual College operating budget; compiles data; and prepares reports. Analyzes financial information and advises upper management; develops strategies for corrective action areas of fiscal management and responsibility.Prepares and provides financial information and reports for users; prepares annual financial statement for the College and Foundation and provides supporting documentation; and works with external auditors for the College and Foundation. Identifies needed revisions to accounting system and works with data processing personnel to achieve changes; maintains accounting system workflows and security roles; works with Information Technology staff, if necessary, to achieve changes; works with accounting system vendor on system issues; and assists with troubleshooting.Provides personnel management of staff within assigned area including identifying, hiring, orienting, evaluating, coaching, and developing staff; follows personnel polices/procedures and activities; provides work direction to all staff within the finance area of the College.Serves as an Executive Council member; participates in meetings and projects developed by Council that are focused on the strategic goals of the College.Participates in committee assignments and the recruitment and retention of students.Performs other duties commensurate with functions and level of position or as assigned.Qualifications
EDUCATION: Bachelor's degree.
EXPERIENCE: Eight (8) years of directly related experience.
SPECIAL POSITION CONDITIONS: Certified Public Accountant (CPA) required.

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of generally accepted accounting principle (GAAP) acquired through formal education.Knowledge of leadership and management principles. Knowledge of federal and state financial regulations, reporting standards, and accounting policies and procedures to include those relating to grants.Skill in delivering compilation of data and preparation and presentation of financial statements and reports.Skill in communicating.Skill in interacting with staff, community leaders, faculty, students, auditors, vendors, and the public. Skill in working with a diverse multi-ethnic, multi-cultural organization.Skill in operating a variety of multimedia equipment, computer systems, hardware, and relevant software applications. Ability to deal with a variety of highly confidential information, records, and sensitive situations in an effective manner.
PHYSICAL REQUIREMENTS:
The work is sedentary work. The employee is occasionally required to exert up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: feeling, distinguishing among sounds, mental acuity, speaking, talking, visual acuity in data, and walking.

WORKING CONDITIONS:
Work is performed regularly where decisions are made that could lead to major community or organizational consequences if there is a failure to make the appropriate decision at the time. Job is performed in general office or comparable working area with occasional distractions such as noise and interruptions or in congested work areas with exposure to some disagreeable elements.
