Meta seeks a highly motivated team player to serve as Control Strategy and Governance Program Manager within the second line of defense on the Legal Risk Management team. This person will support the strategy, development, and implementation of the control framework across Legal. They will work with functions within business operations to design and implement controls, and will help to build and integrate a comprehensive control library. The right candidate will be highly organized, detail-oriented, and have broad knowledge in compliance domains such as Anti-Corruption, Competition, Content moderation, Integrity, Safety, Trade Operations, Political Ethics & Activities, Environmental, Health and Safety. In addition, the candidate should have experience in risk assessments process and execution. In this role, you will advise and partner with stakeholders to ensure robust control design and implementation for compliance with upcoming regulatory requirements. Control Strategy & Governance Program Manager Responsibilities:

  • Provide guidance on Controls and programmatic related strategies and enhancements
  • Ensure strict adherence to program governance across Meta's first and second lines of defense
  • Establish and maintain change management and approval processes
  • Generate reports as needed to ensure reporting and execution
  • Provide advice and guidance to Compliance partners and business when documenting controls
  • Provide support to the compliance program on other compliance initiatives as needed
  • Assist with driving the development and maintenance of documentation related to Controls
  • Acting as an agent for positive change with agility, adaptability, and flexibility
  • Provide support with the development and implementation strategy for the systems of controls for functions within Legal, including New Legal Obligations
  • Work closely with key stakeholders throughout Legal and business operations to understand the overall business environment, processes and procedures to design, build, and maintain systems of controls across the Legal functions
  • Provide training, guidance, and support on developing educational material over control development/design, maintenance, and documentation to control owners
  • Ensure stakeholders such as Validation & Monitoring incorporate new controls and/or updates to controls into ongoing testing
  • Ensure strong connection and alignment with risk assessments team and consider results for the development of controls and proper risk mitigation actions
  • Maintain strong communication with other groups, including other Compliance leaders, during all facets of interactions, including issue resolution
  • Act as an agent for positive change with agility, adaptability, and flexibility. Embrace change and welcome different viewpoints to solve problems
  • Support projects across the three lines of defense and various lines of business (e.g. operations, data, technology, regulatory compliance, internal audit)


Minimum Qualifications:

  • Bachelor's degree
  • 8+ years of experience in a compliance/risk/audit-related practice, including design controls, implementing control strategies and frameworks
  • Experience in risk management, compliance, legal or other control-related functions in regulated industries, such as energy, technology, manufacturing, regulatory organization, public accounting, audit or consulting firm, or a combination thereof
  • Analytical thinker with an outcome-based approach and possess prioritization skills to deliver on time
  • Proven interpersonal skills and a collaborative, team-oriented approach to problem solving
  • Demonstrated experience contributing at both strategic and tactical levels with a focus on collaboration and leading by influence


Preferred Qualifications:

  • Experience collaborating with partners across multiple disciplines and functions
  • Experience leading projects and strong foundation in project management
  • Experience using Legal, Risk and Controls tools/software
  • Understanding, empathy, and awareness of business and process owners' needs
  • Experience at Internet, technology or telecommunications companies
  • Experience collaborating with partners across multiple disciplines and functions, working with or in support of diverse communities
