Spencer Gifts LLC has an immediate opening for a Customs Compliance Manager. In this position, you would be a key part of the Supply Chain Team. Under the direction of the Customs Compliance Sr. Manager, this position is responsible for ensuring all import and export transactions are completed within applicable government rules and regulations. Position will interface with US and Canada Customs, custom brokers, freight forwarder, and internal and external customers on all matters pertaining to Customs and import/export regulations.
This position will provide analytical and technical support to facilitate the Company's global, legal, and regulatory compliance requirements with a focus on related rules and best practices. In addition, responsibilities include the validation of information provided by suppliers of Spencer Gifts LLC products to monitor adherence to the Company's requirements and standards.
Primary Job Responsibilities:
  • Develop and implement compliance-related on-going training programs and materials, and desktop standard operating procedures to support Trade Compliance and internal stakeholders; including effective internal controls, risk management, and auditing processes. Develop or re-design processes to systematically minimize error, optimize process efficiency and integrity, increase productivity and reduce expense.
  • Develop and maintain metrics as it relates to the company's import/export and classification programs.
  • Provide technical guidance to business on relevant laws, regulations, and company policies/procedures. Responsible for ensuring that Spencers adheres to trade compliance laws and regulations as it relates to importation and exportation of goods. Protect the interests of the company by overseeing efficient and effective import compliance with both CBP and CBSA, and partnering government agencies.
  • Oversee Import/Export Compliance Program, including: clearance and classification processes, duty drawback, first sale, and duty payment programs.
  • Manages cross-functional relationships with Finance, Transportation, Purchasing, Quality Control, and Legal.
  • Monitor brokers and freight forwarders on established standard operating procedures and key performance indicators.
  • Serve as primary contact for Customs and other internal/external inquiries/audits related to the Spencers import/export compliance program.
  • Perform regular audits of business procedures and processes to ensure compliance.
  • Support external auditors for First Sale, Duty Drawback and Customs Audits.
  • Assure quality and precision in research and analysis
  • Encourage and support innovation and process improvement among associates. Recognize associates commitment to self-development.

What you Bring
  • 3 -5 years of trade compliance or related professional experience, preferably associated with retail/consumer brands.
  • US Customs Brokerage License preferred
  • Completion of accredited Import / Export compliance training program is preferred
  • Knowledge of FTA, First Sale, and duty drawback and other duty reduction programs preferred
  • Experience managing a compliance program
  • Understand acceptable methods of customs valuation
  • Experience preferred in textiles & apparel, footwear, home goods, and electronics in accordance with classifications standards and principles of the Harmonized Tariff Schedule.
  • Understanding of supply chain and trade compliance documents.
  • Identify and implement process improvement opportunities
  • Interest in international trade, regulatory requirements, industry guidelines and risk management and ability to interpret regulatory information.
  • Comprehensive understanding of internal controls, compliance, ethics, U.S. Customs regulations, other government agency regulations and Custom broker processes.
  • Flexible to change within a fast-paced environment and scope of responsibility with minimal guidance or direction.
  • The ability to utilize/manipulate large datasets to identify trends and ascertain business knowledge
  • Proficiency with MS Office, especially excel lookups, formulas, macros, charts & pivot tables.
  • Excellent time management and organization skills
  • Excellent interpersonal, written and verbal communication skills
  • Solid project management skills
