Summary Statement

Plans and manages the data services, data warehouse, open data, database systems, data architecture, data classification, availability, security, usage and analytics to support business goals. Provides technical leadership, vision, and overall strategic direction for all activities related to the design, development, and implementation of data services across the organization. Guides the data services team and other on issues related to the design, development, and deployment of mission-critical information and data systems. Manages resource and budget management, performance, cost, scope, scheduling, and quality related to the data services provided across the organization. Works with a great deal of independent discretion in decision making and execution of responsibilities.
This position is designated as At-Will.

Essential Functions

Develops and delivers long-term strategic goals for data architecture vision and standards in conjunction with data users, department managers, clients, and other key stakeholders. Creates short-term tactical solutions to achieve long-term objectives and builds an overall data management roadmap. Establishes processes for governing the identification, classification, collection and use of organization metadata, then take steps to assure accuracy and validity. Creates strategies and plans for data security, availability, and use. Assists with the design of redundant systems, policies and procedures for disaster recovery to ensure effective availability, protection and integrity of data assets. (30%)

Participates in the IT Leadership Team providing input, guidance and direction across activities in the IT department. Stays up to date with technology through research of technical bulletins, white papers, regarding security and performance. Provides development perspectives and organizational needs to the department leadership team. Works cross-functionally, building and maintaining trust with internal stakeholders. (20%)

Designs and builds self-service analytics and big data solutions using both on-prem and cloud technologies. Identifies potential optimizations in current data services and creates solutions. Addresses complex problems and provides expert-level diagnosis, and debugging and develops solutions. Directs analysis related to data services health and performance. Manages projects and prioritizes workload of data services team. (20%)

Develops and promotes data management methodologies and standards. Identifies and develops opportunities for data reuse, migration or retirement. Leads the creation and development of data integration and automation services, data warehousing systems and processes, and extractions and interfaces. Oversees the mapping of data sources, data movement, modeling, interfaces, and analytics. Selects and implements the appropriate tools, software, applications, and systems to support data technology goals. (20%)

Supervisory responsibilities: Employees in this position are authorized to recommend and/or effect the full range of duties (with appropriate managerial review), including hiring, performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining and terminating employment; exercise independent judgment to direct others work and have the authority to take corrective action; and, utilize people skills to communicate, motivate and direct or oversee a person, group, department, or organization. (10%)

Requirements

Required Knowledge, Experience, And Training
Bachelor's degree in Computer Science, Mathematics, Statistics, Engineering, or a closely related field and ten years progressively responsible experience with large scale complicated datasets; experience with enterprise-level system implementations of data warehouses, ETL automation, BI visualization tools, and cloud-based data management tools and seven years of leadership experience in a supervisory capacity and or an equivalent combination of education and /or experience.

Expertise in data systems, relational data structures, theories and principles. Includes use of relevant technologies including SQL, scripting, MSSQL Server, SSIS, JSON.; Understanding of data security design, software development methodologies and life cycles, business analysis and project management also required. Good knowledge of applicable data privacy practices and laws.; Hands on experience configuring and working with Microsoft PowerBI or related data visualization tools.; Expertise with design and architecture of relational and non-relational database platforms.; Deep expertise in investigation, troubleshooting, and resolution of advanced technical issues. Understands what, how, and why.; Hands on experience managing data systems in a cloud environment such as Microsoft Azure or AWS.

Ability to perform a full range of programming tasks using a variety of web and component based programming technologies and languages; stay current with the latest programming techniques and trends; interface programmatically with a variety of enterprise systems; write clean, consistent, well documented code following established standards; review and troubleshoot complex code designs, reverse engineer code, and identify compatibility issues; mentor, train, and work with developers; display an attitude of cooperation and work harmoniously with all levels of city employees, the general public and other organizations; communicate effectively in the English language at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; and perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
Master's degree in Computer Science, Mathematics, Statistics, Engineering, or a closely related field and ten years progressively responsible experience with large scale complicated datasets; experience with enterprise-level system implementations of data warehouses, ETL automation, BI visualization tools, and cloud-based data management tools and seven years of leadership experience in a supervisory capacity and or an equivalent combination of education and /or experience.

Expertise with database platforms including Microsoft SQL and Elastic.

Licensing And Other Requirements
Valid driver's license.

Physical Efforts
While performing the duties of this job the employee is occasionally lifting/carrying up to 35 pounds and rarely lifting/carrying up to 50 pounds. Also, the employee is occasionally pushing/pulling up to 35 pounds. The noise level is never very loud and rarely moderate. Work includes sensory ability to talk, hear and touch. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions. Employees are exposed to electrical hazards. Employees will also drive a vehicle as part of this position. Work includes protected exposure to chemicals.
