The State of Nebraska Department of Health and Human Services is seeking a Deputy Director of Behavioral Health to lead the successful operation of the statewide behavioral health community based services operations. Hiring rate of position: Dependent on background and experience

Location: Nebraska State Office Building

Schedule: Monday - Friday, 8:00 AM - 5:00 PM, with some variability
Examples of Work
The Department of Behavioral Health Deputy Director is with the community based mental health and substance use services system and is responsible for the successful operation of the statewide behavioral health community based services operations to include:
  • Making sound administrative and fiscal decisions based on management principles
  • Identifying funding strategies that are sufficiently flexible to promote efficiency, control costs, and pay for performance.
  • Managing a publicly funded Behavioral Health System and promoting utilization/data management practices, quality standards/reviews and system performance expectations that result in positive outcomes for consumers receiving behavioral health services.
  • Administering the DBH-publicly funded mental health and substance abuse services that are delivered in accordance with the Behavioral Health Services Act (LB 1083) and with all State and federal regulations.
  • Leading staff in a way that utilizes employee strengths and talents, promotes team work and encourages collaboration with other DHHS Divisions, branches of government, stakeholders and consumers.
Qualifications / Requirements
REQUIREMENTS: Bachelor's degree in public or business administration, social/behavioral science, program evaluation or organization/management analysis or closely related field. Experience working with mental health or substance abuse systems. Experience leading a team in a managerial or administrative role.

PREFERRED: Previous administrative experience in a behavioral health organization including experience in utilization management practice. Ability to analyze data to inform decisions. Master's degree or other advance degree in human services, public or business administration or related field preferred. Experience with grants management preferred.
Knowledge, Skills and Abilities
The successful candidate must demonstrate the following skills: strong leadership and communication in the execution of organizational reform. In addition, must be able to facilitate initiatives and spearhead organizational efforts to meet and exceed state and federal requirements including compliance with state and federal requirements.

Ability to multi-task and manage multi-faceted, complex and competing projects, programs and other priorities. Must have strong verbal and written communication skills, project management experience and contract management experience.
