@Orchard LLC, an EDWOSB 8(a) Federal Contractor has an exceptional opportunity for an experienced scientific professional to play a key leadership role in a major prime contracting opportunity. This is an opportunity to leverage your expertise and relationships in the areas of Oceanography and Fisheries Science coupled with your ability to manage resources, partner with the Government, and develop new business. Orchard has an opportunity for an experienced and energetic scientific leader to oversee a proven group of managers meeting ambitious goals and expanding our business base primarily with the National Oceanic and Atmospheric Administration. As the Director of Ocean & Fisheries Sciences, the primary role includes technical project work and engagement with NOAA and the scientific community for business development in support of the company's corporate initiatives.

As the Director, Ocean & Fishery Science you will:

  • Deliver expert analytical capabilities and programmatic options for organizational and environmental challenges.
  • Serve as the government relations professional and representative for @Orchard's and 1STMISSION's major contract vehicles, including ProTech 2.0 Fisheries, ProTech 2.0 Oceans, and other Blanket Purchase Agreements.
  • Lead capture strategy within the competitive landscape with a focus on fisheries, coastal management, and scientific and professional services.
  • Technical writing capabilities, including reporting, data analysis, data interpretation, negotiation, and communications.
  • Crosswalk efforts and leverage capabilities between @Orchard's and 1STMISSION's Lines of Business and colleagues to maximize effective responses to government procurement needs.
  • Create a short-, medium-, and long-term vision goal to include resource allocation, priorities, and staffing.
  • Cultivate enduring relationships with key individuals within the government customer sector as well as commercial, non-profit, and academic partners.
  • Ability to master complex ecosystem-based management issues, think creatively, and develop innovative strategies and solutions; demonstrate a thorough knowledge of major Department of Commerce programs with an understanding of complex public policy environments.
  • Lead and foster growth in the interest of the @Orchard's and 1STMISSION's business priorities and plans.
Your background will include:
  • An advanced degree (preferably Ph.D.) in the field of Oceanography or related areas.
  • Proven track record of success in capturing projects in support of the mission of NOAA and related agencies or organizations.
  • Demonstrated leadership of teams and programs, delivering on the mission objective and goals while maintaining budgetary and business integrity.
  • Demonstrated examples of effectively working with both government clients, and teaming partners to set reasonable expectations and then meet or exceed those standards.
