Function of the Position:

This is a management position that will be focused on ensuring that DAI maintains proper policies and procedures related to contractual compliance within DAI's USG Business Unit. The Director of Contracts, Policy is responsible for the development, improvement, and revision of DAI policies related to procurement, grants, and general compliance to ensure that DAI remains compliant with ever changing US Government regulatory, policy, and contractual requirements. The Director and her/his team will also be responsible for the implementation of DAI's purchasing system compliance program. S/he will also be responsible for contributing to ongoing compliance-related training efforts for both Department staff and DAI Delivery staff and is expected to partner across departments to ensure integration and proper implementation of policy compliance. This position will report to the Vice President of Contracts and Grants.

Roles and Responsibilities:

Policy Development:

  • Stay abreast of forthcoming and published US Government regulatory and policy changes, identify how/if these changes affect DAI USG operations, and lead Department efforts to revise/update DAI policies and procedures accordingly.
  • In coordination with Business Process Management, Contracts staff, and Project Delivery Teams, develop, refine, and update field operations procedures related to procurement, grants and contractual compliance.
  • Develop and refine contract/subcontract/grants templates, resource tools, and procedural guides for use by Contracts staff, Project Delivery and Field Teams.
  • In coordination with the Sr. Director of Contracts Administration, ensure consistent direction and application of USAID and US Government regulations and DAI policies.
  • Serve as the Department representative in both corporate and cross departmental initiatives.

Compliance:
  • Manage implementation of the Contractor Purchasing System Review (CPSR) compliance requirements, serve as the DAI lead on all purchasing system reviews, and work across DAI's other departments as needed to ensure responsiveness and compliance.
  • Supervise CPSR Team members and train them on proper quality control procedures.
  • Develop tools, checklists, resource guides, and other effective resources for use by Contracts, Delivery, and project staff in the implementation and maintenance of DAI's purchasing system compliance requirements.
  • Manage and coordinate continuous improvements by streamlining or automating implementation and maintenance efforts of the purchasing system compliance requirements.
  • Monitor DAI's adherence to USG compliance requirements, including, but not limited to, FFATA, Small Business, Section 889, Trafficking in Persons, SAM, etc.).
  • When necessary, work closely with Internal Audit, Finance and Delivery teams to ensure DAI systems adequately manage risk of non-compliance.

Capacity Building and Project Support
  • Contribute to and participate in DAI's training programs for Department, Delivery and Field staff to ensure that grants, contracts, and procurement subject matter areas are current, refined, and presented to all participating staff.
  • Travel to projects to assist field staff in addressing/resolving contract performance issues as required.
  • Work closely with Internal Audit and Delivery teams to manage responses to audit reports to the OIG, SIGAR, and private sector audit firms, to reduce and/or minimize risk to DAI.
  • Provide backstopping support for Regional Contracts Directors as required.

Additional responsibilities may be assigned as business needs evolve.

Minimum Qualifications

Grade 12 : 13 years of professional work experience and a bachelor's degree or 11 years of professional work experience and a master's degree.
  • Expert knowledge of USAID contracts, Grants under Contracts and Cooperative Agreements as an implementor.
  • Expert knowledge of contract compliance with FAR and AIDAR regulations.
  • Expert knowledge of CPFF, T&M, FP, and/or IDIQ contracts.
  • Experience successfully guiding organizations through the CPSR approval process and managing subsequent compliance requirements.
  • At least 5 years of experience supervising and developing diverse and inclusive teams.
  • Ability to motivate, guide, and lead staff to overcome challenges and perform at high levels.
  • Ability to develop strong relationships across departments and at all levels of the organization.
  • High level of expertise in being able to develop relationships across the organization and influence others.
  • An articulate individual who possesses excellent communications skills and who can communicate professionally and effectively with people across departments and at all levels of the organization orally and in writing.
  • Ability to identify and improve processes, exercise mature judgment and to work independently.
  • Proven experience in managing multiple tasks and staying flexible in a dynamic and changing environment with competing priorities.
  • Can clearly define and concisely communicate learning recommendations.
  • Professional presentation and facilitation skills.

Equivalent combination of experience and education will be considered.

Supervisory Requirements: Supervisory responsibility of a team of 2-3 individuals on the Contractor Purchasing System Review (CPSR) Team.
