Position Summary:

The Director of Pharmaceutical Sourcing within The Johns Hopkins Health System (JHHS) Supply Chain Department is responsible for leading, managing, transforming and developing the clinical and lab product and services portfolio for JHHS. This includes creating and executing against a contracting strategy and leading, managing and developing a team of clinical sourcing leads and clinical and lab specialists to manage and strategically source clinical and lab products and services.

The Director of Clinical Sourcing will also oversee day to day contracting activities such as the monitoring of contract performance, the development, evaluation and management of vendor relationships, the drafting and negotiating of contracts, the building of relationships with JHHS stakeholders (particularly physicians and nurses) and the implementation of contracts with end users. The Director of Clinical Sourcing will also develop presentations to senior leadership and stakeholders and engage with them to, among other things, build consensus on product standardization and purchase aggregation across the JHHS. In addition, in collaboration with the Analytics and Value Analysis teams, the Director of Clinical Sourcing oversees benchmarking activities, the reviewing of industry best practices and other initiatives to achieve cost savings and increase quality. The process of leading and developing a contract portfolio for clinical and lab products and services should at all times be aligned with the vision for the future of Supply Chain, namely, sourcing the best quality products at the best price, treating customers with service orientation and focusing on supply chain excellence internally.

Minimum Requirements:
A relevant bachelor's degree is required (e.g., Applied Science-Management, Business, or Supply Chain). PharmD highly preferred. Minimum of 8 years in Supply Chain or related field, including experience in the management of clinical and related lab products and services and associated expenditures. Healthcare experience is required. Applicants with value analysis, asset management tracking, strategic sourcing, vendor relationships, and negotiation experience are preferred. Will consider a combination of education and experience.

Knowledge:
The role requires a deep understanding of Supply Chain functions, including, but not limited to, knowledge of GPO and local contract sourcing as well as related procedures pertaining to materials management and purchasing. Extensive knowledge of supply chain contract management, contracting strategies and contract management across clinical departments is also required. Ability to lead the clinical and lab sourcing staff, in coordination with the contract managers, in the drafting and finalization of clinical and lab product and services contracts. Knowledge of strategic sourcing including analyzing spend, benchmarking, reviewing industry best practices and achieving cost reduction while maintaining or improving quality. Supply chain experience in a health care setting is required.

Extensive knowledge of:

  • Drug classifications, brand, generic, bio-similar and specialty drugs.
  • Drug distribution channels and class of trade.
  • Data analytics and the ability to respond to internal customer questions.
  • Understanding of drug acquisition and contracting strategies that include GPO, 340-B and non-340-B
  • Construct and manage simple contract amendments with supplier.
  • Address product additions and deletions during contract term.
  • Understand supplier[s] new product offerings and collaborate with pharmacy stakeholders (e.g. Pharmacy Buyers, Director of Pharmacy, Pharmacy & Therapeutics) to assess products.
  • Oversee contract implementation with supplier and communication of contract implementation to stakeholders.
  • Ability to recognize additional cost saving opportunities or new product category coverage opportunities and elevate opportunities to department leader.
  • Assess market and supplier dynamics to determine possible sourcing strategies for contract renewals. Collaborate with contract negotiator on strategy development as contract bid cycle begins.

    Supplier Knowledge:
    Individual must know and be able to use knowledge about supplier to develop strategies, create leverage, mitigate risks, and anticipate direction of the market and potential supplier direction.

    Contract Compliance:
  • Report contract compliance issues to supervisor and Pharmacy stakeholders.
  • Assist Pharmacy department to proactively monitor contract compliance to the assigned portfolio.
  • Assist and report on contract conversion for key initiatives to Supply Chain and Pharmacy department.

    Examples of clients supported and degree of client interaction: This role will function as a Health System position. Interaction will occur amongst pharmacy stakeholders to include but not be limited to the Directors of Pharmacy at each entity as well as the Chief Pharmacy Officer.

    $750M in Pharmacy Spend for the Health System
