STARTING SALARY: $123,200 – $172,100 Salary is commensurate with experience.

JOB PURPOSE

Under the general direction of the Sr. Director – Support Services and Supply Chain Management, is responsible for directing, coordinating, and overseeing Supply Chain Management operations which includes Procurement Contracts, Supplier Diversity & Investment Recovery, and Materials Management. This position establishes policies, processes and procedures for business purchases and inventory management. Oversees hourly, professional staff, and supervisory personnel. Accountable for budgeting and organizational structure decisions for the section, as well as, managing external business relations with strategic partners.

EDUCATION
Bachelor’s Degree from an accredited college or university in Supply Chain Management, Accounting, Finance, or Business Administration. Master’s degree preferred.

10 or more years of experience

MINIMUM KNOWLEDGE, SKILLS & ABILITIES

  1. 10 years’ experience in a related Supply Chain Management field.
  2. Demonstrated leadership experience as a supervisor, manager, and/or director with progressive leadership roles.
  3. Comprehensive knowledge and skills in Supply Chain Management concepts and practices including purchasing, contracts, materials services, inventory management, strategic sourcing, and development of strategic alliances.
  4. Comprehensive knowledge and understanding of Supplier Diversity initiatives including Federal, State, and local reporting requirements.
  5. Comprehensive knowledge and understanding of budgeting and financial management practices and procedures.
  6. Comprehensive knowledge and understanding of Integrated Supplier Services as they relate to the utility industry.
  7. Proven experience with establishing or maintaining an effective vendor management process, to include vendor managed inventory, free stock, vending machines, and other operational improvement initiatives performed by vendors.
  8. Proven ability to develop and align departmental direction with Company’s vision, mission, strategic plan, and strategic goals.
  9. Proven ability to develop employees and the next generation of leadership and staff.
  10. Effective verbal and written communication skills.
  11. Proven ability to maintain effective working relationships with officers, managers, fellow employees, and the public.
  12. Proven ability to maintain a strong sense of propriety concerning confidential matters.
ESSENTIAL JOB FUNCTIONS

  1. Plans, directs, and oversees all functions of the Supply Chain Management organization.
  2. Oversee implementation of Strategic Alliance Agreements and Strategic Sourcing initiatives.
  3. Oversees developments relative to purchasing, contracts management, inventory management, and materials management and makes recommendations designed to improve departmental processes and procedures, realize efficiency gains, reduce costs, and/or improve quality of the services rendered.
  4. Oversees the implementation of processes improvements that support company-wide efforts to eliminate non-value-added activities.
  5. Develops key Supply Chain strategies, performance measurements, and benchmarking programs to support continuous improvements efforts, leverage cost reduction opportunities, and strive for the optimal combination of delivery, quality, quantity, and price.
  6. Establish and maintain an effective Vendor Management process.
  7. Responsible for the annual SBA reports to the GSA.
  8. Responsible for the annual HUB reports to the Public Utility Commission of Texas.
  9. Responsible for ensuring contractual agreements are structured in accordance with company policy and in compliance with legal guidelines and contracting principles.
  10. Monitors supplier relations and coordinates supplier performance measurements with respective business units.
  11. Directs Materials Management activities to achieve accurate demand planning, inventory accuracy, and supplier coordination while balancing customer service goals with appropriate inventory control measures.
  12. Provides leadership to managers, supervisors, and employees.
  13. Communicates effectively across the organization to ensure Supply Chain Management requirements are provided and adhered to.
  14. Maintain valid driver’s license and comply with the Company’s Driving Policy.
  15. Responsible for ensuring the enforcement of and compliance with all applicable Company policies, procedures, and code of ethics, as well as all applicable laws, rules, and regulations to include employment, safety, and environmental.
  16. Perform other related tasks that are not included but are within the context of the duties defined.
WORK ENVIRONMENT

  1. The incumbents in this classification are subject to inside environmental conditions, protection from weather conditions but not necessarily from temperature changes.
  2. May work non-standard hours.
  3. May require travel to Company work sites.
  4. May require out of town travel.
