Job Description:
This position manages the highway construction programs and employees within District 5 for the Nebraska Department of Transportation (NDOT). Position works under administrative direction of a higher-level professional engineer or an administrative official. Assignments involve independent responsibility and incumbents are responsible for a complex engineering function in a specialized area of engineering having significant statewide impact. Assigned work typically requires significant administrative and program management responsibilities and knowledge. Provides licensed professional engineering advice and guidance to senior managers of the employing agency and/or other entities, to ensure engineering program and project activities adhere to relevant laws, professional standards, program regulations, employing agency policies and specific plans, specifications, and material requirements. Position assigned supervisory duties will manage one or more work units and supervise primarily professional-level licensed engineers, other professional-level employees, and/or paraprofessionals engaged in either specialized or diverse activities that are statewide or regional in scope.

Job Duties

- Effectively lead and develop a team of 30+ construction professionals in District 5 - Gering, providing vision, priorities, goals, and support, driving strong engagement and impact.

- Apply uniquely situated engineering practices and principles for interstate and freeway projects that include extensive phasing, traffic control, lane closure times and estimates, and strict milestones for high quantity traffic.

- Work closely with local/state/federal agencies, leadership, teammates, and colleagues to help drive NDOT initiatives and projects in District 5.

- Serve as Assistant District Engineer and act on behalf of the District 5 Engineer when designated.

- Review and suggest changes to plans he design phase, and review plans and contracts prior to letting.

- Set schedules for various construction project phases, and coordinate/assign construction projects to appropriate teammates.

- Provide recommendations and required information for the One-and-Five Year Highway Program book.

- Assist with the development, administration, and monitoring of the budget and expenditures for the engineering section as well as vehicle usage and allocation.

- Communicate with contractors, consultants, other agencies, and the public to resolve problems, and address concerns and complaints.

- Partner with and advise contractors on acceptable methods and material used on highway construction projects and approve progress estimate payments.

- Answer project and policy related inquiries from the media and the public.

- Assist city, county, and other agencies in the development of federal aid construction programs.

- Coordinate projects with other NDOT districts, adjacent states, and local agencies.

REQUIREMENTS:

Bachelor's degree in an engineering discipline and two years of experience performing professional level engineering assignments. Must possess a Professional Engineer (P.E.) license at the time of application and be licensed by the Nebraska Board of Engineers and Architects at time of employment or be able to obtain such license within 90 days of employment.

PREFERRED:

  • Progressively responsible licensed engineering experience as a second-in-charge to a Division Head, District Engineer, or equivalent agency manager, including experience developing performance goals and measures, preparing budgets for assigned projects or functional areas, and progressively responsible experience supervising, leading, and managing complex engineering teams within an organization.

  • 10+ years experience in construction engineering.
  • Engineering experience related to surveying, construction, and design.
  • Experience connecting and integrating strategy across multiple teams.
  • Strong communicator with excellent public relations experience.
  • Proven ability to build relationships, trust, and rapport, as well as impact, influence, and collaborate at all levels of an organization.

OTHER:
  • Valid driver's license or ability to provide independent authorized transportation.
  • Occasional out of town travel with occasional overnight stays and/or extended hours to deliver assignments.
  • Regular and reliable attendance is also required.
  • Engineering degrees must be from an EAC/Engineering ABET-accredited program (or evaluated by NCEES as equivalent).
  • Skill in written and oral communications, skill in mathematics and engineering problem-solving related to heavy highway construction.
  • Ability to read, interpret, and apply plans and related specifications.
  • Ability to act in a professional manner in work and public situations.
  • Ability to effectively connect and work with coworkers, supervisors, contractors, landowners, and interested public.
  • Ability to develop necessary professional relationships in order to be effective.
  • Skill in organization and record keeping.
  • Ability to manage multiple tasks and information effectively and accurately with attention to detail.
  • Ability to work outdoors in differing weather conditions typical of highway worksites.
  • Ability to lift up to 60 pounds, climb, bend, stoop, walk long distances, and work long hours, possibly weekends, in outdoor temperature extremes.
  • Working knowledge in the following computer programs to communicate, record, and analyze information related to work: Microsoft Office Programs (Excel, Word, PowerPoint, Outlook); Computer Aided Drafting Programs (Microstation, Geopak, AutoCAD, etc.); Familiar with NDOT's Roadway Design Manual, MUTCD, GIS, and Standard Specifications for Highway Construction.

Knowledge of: The engineering principles, practices, and techniques associated with the assigned work; general management principles, techniques, and methods, such as personnel and organizational management, budgeting, and employee supervision; state and federal laws and regulations associated with the assigned work; current literature, trends, developments, and practices associated with the assigned work; employing agency budgetary and fiscal policies, procedures, and practices.

Ability to: Communicate ideas, concepts, regulations, practices, and procedures to present, persuade, negotiate, or defend decisions and actions; make clear and convincing group presentations; listen to others and facilitate exchange of information; develop and revise policies and standards to carry out work objectives properly, safely, and cost effectively; establish program objectives and performance goals to utilize available resources, meet district and agency goals, and comply with state and federal requirements; lead others and foster cooperation as a team; anticipate and act before being required by events; interact with members of the public, elected and appointed officials, public interest group representatives, contractors, consultants, local entities, state DOTs, and agency employees at all levels within the organization; effectively coach teammates.
