POSITION SUMMARY

Under general supervision, the Environmental Specialist performs a variety of environmental compliance activities and permitting associated with the Company's facilities, equipment, and operations; provides technical and operational support for emergency preparedness and response program activities; and completes recordkeeping and reporting.

The Environmental Specialist position is responsible for the environmental compliance administrative functions for the Water Quality department. This position will develop and implement methodologies and strategies for performing Environmental Functions. This position requires coaching and mentoring for leadership and administrative functions from the Water Quality Manager. This position will be required to provide progress updates to the Water Quality Manager.

ESSENTIAL FUNCTIONS

Environmental Program: With the Water Quality Manager, identifies approaches to reduce existing and future environmental risks resulting from operational activities to employees, the public, and the environment; conducts and directs strategic planning and development of policies, programs and procedures to ensure the Company is positioned to minimize the risk and impact from changes in regulations. Implements programs, policies, and procedures to ensure the Company's compliance with all applicable federal, state, and local regulations including but not limited to air quality, wastewater, recycled water, potable water, hazardous waste/materials, and biosolids. Provides Environmental guidance to field managers and staff; communicates Environmental roles and responsibilities based on environmental program standards. Develops and implements environmental programs to meet regulatory requirements; and establishes, documents, and communicates standards, guidelines and procedures.

Regulatory Permits: Prepares regulatory permits as required by applicable law and regulations; obtains data from various sources, compiles and completes required permit applications; provides recommendations for permit language during permit application and approval processes.

Environmental Inspections: Conducts inspections for compliance to environmental program requirements. Conducts field audits for compliance to program regulations. Documents results and recommends corrective action where deficiencies are found. Works with managers to ensure that environmental programs and supporting systems and tools meet facility and operational needs. Conducts follow-up, as required.

Emergency Response: Coordinates emergency response activities. Responds to emergency calls or events and ensures that proper Environmental management procedures are followed.

Investigations: Investigates environmental incidents and accidents; interviews employees and addresses specific complaints and concerns related to environmental incidents and accidents; investigates accident claims and incidents; prepares detailed confidential reports of investigations.

Training: Provides training to facilitate execution of environmental programs. Works with managers to develop tailored training programs.

Regulatory Agency Liaison: Acts as liaison with regulatory agencies and professional organizations.

Hazardous Materials: Performs occasional sampling, packaging, chain of custody and shipping related to lead, asbestos, PCB, and other hazardous substances, or provides technical oversight and support to sampling conducted by contracted sampling services. Assists with shipping, receipt, storage, control, and removal of hazardous materials and wastes.

Data Collection, Database Maintenance and Reports: Compiles information and prepares various documents; maintains databases that contain information for environmental compliance reporting, ensuring data accuracy; and prepares, writes, and submits reports to regulatory agencies when necessary.

Continuous Process Improvement: Captures and develops process flows using flow charts and written procedures after observing processes, consulting with operators and managers from various departments, and outside vendors; identifying opportunities for improvement; developing process improvements, objectives, and success metrics; enrolling and supporting stakeholders to implement improvements; monitoring process execution and comparing with success metrics; and repeating cycle until objectives have been achieved.

SKILLS & ABILITIES

Education: Bachelor's degree in Environmental Science or related field from an accredited college or university is required.

Experience: Minimum of 4 years working in industrial, manufacturing, or utility environment, developing and implementing programs related to environmental compliance and hazardous materials management issues.

Knowledge: Environmental engineering principles; terms, practices, and technology related to basic chemistry and laboratory procedures; methods, materials, and equipment used in the operation and maintenance of water and wastewater facilities; methods and techniques of quantitative and qualitative data analysis, report preparation, and procedure writing; federal, state, and local laws, codes, and regulation governing environmental and hazardous materials compliance; safe work practices as they related to the position and the ability to identify workplace hazards and/or unsafe conditions and take appropriate action to correct same. Familiar with Spill Prevention Control and Countermeasures (SPCC), Resource Recovery Conservation and Recovery Act (RCRA), Clean Water Act (CWA), and Stormwater Pollution Prevention Plans (SWPPP). Understanding of California and Federal environmental regulations and experience with local state, county, and city agencies in California.

OTHER REQUIREMENTS

Driver's License: Must hold a valid California driver's license with acceptable driving record as determined by the Company's insurance carrier.
