KOMAN Integrated Solutions, LLC is hiring for an Estimator to independently perform detailed quantity take-offs and pricing in civil/structural disciplines using a computerized estimating program for IDIQ contracts, design-build contracts and bid build projects. May be assigned project management duties too. This job description is intended to describe the general content and requirements for performance of this job. Required Qualifications:
B.S. degree in Construction Management, Engineering or related field plus a minimum of 4 - 6 years related experience with a commercial and/or general contractor
Solid knowledge of construction means and methods
Experience producing detailed fixed price estimates and the ability to use RS Means or other published unit price books to produce detailed line item estimates.
Expertise with HCSS or similar estimating software, as well as MS Word and Excel
Good understanding of principles, methods, and techniques of engineering
Good oral and written communications skills
Good time management and organizational skills
Ability to work well in a team environment
Position Duties:
Review and evaluate potential project opportunities, assesses risks associated with those opportunities and discusses with the management team.
Develop bid packages and prepare them for on-time submission
- Review and understand proposal documents including specifications, plans, drawings, and associated information.
Set up pre-proposal RFP/Gov. statement of work management review with project team prior to pre-proposal site visit/conference
If necessary, attend Pre-Proposal site visit/conference to determine existing conditions, develop client needs in detail, site requirements, potential risks and develop preliminary approximations of types of materials to be used and basic quantity counts
Set up and maintain/update proposal files (both electronic copy and hard copy)
Develop statement of work (project definition) to be utilized in bid packages
Develop IPWP's/work break down packages
Issue Invitation to bid to subcontractors and suppliers
Assemble bid packages and ensure distribution to subcontractors in a timely manner
Clearly communicates with subcontractors & suppliers regarding deadlines, scope, & project scheduling expectations.
Set up and coordinate subcontractor pre-proposal site visits
- Responsible for subcontractor and supplier follow up through proposal duration to ensure coverage on bid day
- Prepare detailed quantity take-offs for each project or job order and enter line items into HCSS computer pricing software or the Unit Price Book software.
Prepare detailed cost estimates for each project or delivery order based on RFP/Gov statement of work, technical specifications and drawings or sketches; where feasible provide possible value engineering suggestions. Determine most economical means and methods that conforms to project drawings and specifications.
Develop pricing for non-scheduled line items
Understand and develop project schedule and work activity sequences
Proficient in conceptual estimating through the Alternate Delivery Process working with architects and engineers in design phases. Assist in design development and coordinate design team activities and reviews
Issue RFP/Gov statement of work RFI's/clarification in timely manner, track and distribute answers/directives to subcontractors and proposal team
Confirm that all necessary materials and supplies are included in the scope of work and that unnecessary items are excluded.
Identify all work items on each job order and estimate quantities of each line item.
Solicit detailed proposal information from at least three vendors and/or subcontractors with all supporting documentation on equipment, material and labor costs for material or equipment not covered in an industry standard manual or for work to be performed by a subcontractor.
Evaluate proposals from suppliers and/or subcontractors for compliance with scope of work
Set up bid review and ensure required approvals/signatures are obtained as required prior to proposal being submitted.
Close out proposal on bid day
Participate in project or job order negotiations with client/Gov.
Set up and participate in subcontractor pre-award negotiations to review and confirm subcontractors and suppliers scope of work
Assist management team in development and issuance of Subcontracts, Purchase Agreements and P.O.'s
Set up and participate in management team project hand off and review meeting after project award
Demonstrate organizational flexibility by assuming fill in project management/cost controls duties on projects when estimating department workload light
Demonstrate organizational flexibility by assisting other contract sites during peak construction time
Work Environment and Physical Requirements: Rough driving, driving in heavy traffic and exposure to dust, fumes, hot weather and hazardous materials such as solvents, adhesives, paints, hot oil and other chemicals, tight work spaces along fellow employees on the ground/other equipment, other times may be the sole occupant in the yard loading equipment and must remain safe or able to call for help in a possible emergency. 10hr workdays / 40+ hr. work weeks (additional as needed-including weekends/travel time). * Subject to field verification of operator skills.
