Facilities Planner

Job Summary:

The scope of services includes Facilities Planning and will be performed on-site at the Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, Pearl Harbor, Hawaii. The ideal candidate shall perform work during standard PHNSY&IMF working hours (0630 - 1500) unless specifically requested by the Technical Point of Contact (TPOC) and agreed upon 5 days in advance, at a minimum.

Essential Duties and Responsibilities: (Not listed in order of importance; other duties may be assigned) and must be able to perform the following with minimal guidance:

Facilities Planning

  1. Temporary/re-locatable facilities planning, installation, and relocation.
  2. Temporary/re-locatable facilities preventative maintenance, repair, and renovation
  3. Temporary/re-locatable facilities demolition, removal, and disposal
  4. Temporary/re-locatable facilities inventory management & tracking
  5. Prepares plans and specifications for all Government bid projects, including structural design work and coordination of any consultant work.
  6. Inspects facilities for failed or failing building components and responds to reported system component failures.
  7. Assists in reviewing and prioritizing maintenance needs for buildings and grounds, including cost estimating and scheduling.
  8. Collaborates with staff and administration to develop solutions to building needs, including preparation of cabinetry plans and details.
  9. Prepares and updates emergency exiting/access, fire alarm, and other needed plans for each building.
  10. Plan and develop energy reduction projects.
  11. Assists maintenance workers with plans and equipment logs for each building for maintaining and replacing existing equipment/components.
  12. Assists Project Manager with planning, cost estimating, capital plan execution, and construction supervision.
  13. Maintains catalog of facility material and equipment standards.
  14. Monitor compliance with local state and federal building codes.
  15. Represents Government in managing Architectural/Engineering (A/E) firms and contractors during construction projects. Reviews all documents prepared by firms and monitors for compliance.


Job Requirements
Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education / Experience / Certifications:
    • Registered Architect or Engineer preferred.
      • Minimum of five years experience in Computer Aided Design (CAD).
    • Certification in asbestos supervision and other health and safety disciplines preferred.
    • Knowledge, Skills, and Abilities - May be representative, but not all-inclusive, of those commonly associated with this position.
    • Understanding of building codes and their impact on school building additions/renovations.
    • Ability to use Microsoft Office Suite and other software packages as required.
    • Knowledge of how building systems operate (mechanical, electrical, fire alarm, fire suppression systems, etc.).
    • Knowledge of the effects of building design on educational teaching methods.
    • Knowledge of construction document preparation and interpretation.
    • Knowledge of commercial construction.
    • Organizational record keeping skills.
    • Knowledge of applicable local, state, and federal codes and regulations.

Physical Requirements:

Must be able to work at computer for extended periods of time. Must be able to have repetitive wrist/hand/finger movement to work on computer and/or related office equipment. May be required to stand/walk, grasp, reach, stoop/kneel/crouch, or climb/balance. Occasionally required to drive to other locations. Must have clarity of vision, three-dimensional vision, precise hand-eye coordination, and ability to identify and distinguish colors in order to observe and inspect construction sites.
