Job Description:
Plans and participates in the grant management process for Federal and State grants with an emphasis on grants for our Criminal Investigation Division (CID). This includes assisting in the application of funds, monitoring the grants after they are awarded, preparing any proposed necessary adjustments or modifications to the existing award, and ongoing budget monitoring of expended and available funds in accordance with specific programs and projects. Reviews federal guidelines, rules, regulations, and requirements to ensure that the Agency is in compliance. Ensures that all required contractual documents, certifications, and reports are prepared timely and meet required guidelines. Monitors all grant deadlines to ensure deadlines are met. Participates in audits related to the specific grants under their purview and makes suggestions for improvements and corrections. Assists Agency staff in writing and preparing periodic performance and progress reports that are required to be submitted. Works with grant providers and subrecipients to ensure proper reimbursements and payments occur in a timely and accurate fashion. Coordinates subrecipient site reviews to ensure compliance with regulations and requirements of the grant. Audits financial and performance reports of subrecipients to ensure compliance. Is responsible for the set-up and maintenance of information for each new grant award in the Agency's Grants Management System. Prepares monthly, quarterly, semi-annual, annual and final financial reports related to prescribed grant projects, including tracking the overall grant budget by subcategories to drill down to specific projects. This includes monitoring these project subcategories as to progress and financial position and communicating those findings to project managers regarding their status. Reviews and approves monthly claims for reimbursement from Sub-Contractors for accuracy, allowable expenses and budget compliance. Prepares monthly financial claims for in house grant expenses to be submitted to accounting division. Communicates professionally, effectively and routinely with project managers of all grants administered under the NSP Grant Division.

REQUIRED/QULAIFICATIONS:

Minimum Qualifications: Bachelor's degree in grants management, business administration, public administration, accounting, budgeting, OR a related fiscal field, and four years' experience in grant management, contract administration, accounting, budgeting, OR other fiscal related areas of work. Additional years of experience in the areas listed may substitute for the required education, on a year-for-year basis.

Requirements: Currently holds DOJ Financial Management Training certificate or ability to successfully complete training within 120 days from start of employment.

Applicant must successfully complete an extensive background screening prior to being employed, which includes completion of a Personal History Questionnaire. Selection process will include an interview.

KNOWLEDGE OF: federal grant compliance, contract processing and monitoring; basic accounting principles, practices, methods, and procedures; budgeting procedures; computer capabilities and applications; state and federal statutes and legislation regarding grant administration; agency and state fiscal policies.

ABILITY TO: work under pressure; multi-task, prioritize workload, to meet deadlines; analyze financial transactions; work independently, with little supervision; work effectively with staff in other divisions and agencies; complete accurate reports.

SKILL IN: quantitative and analytical review; planning and organizing; decision-making; effective communication.

Preferred Skills: Microsoft Excel and Word skills at an expert level. Amplifund Grant Management Software. Ability to schedule and lead team meetings using web-ex or zoom.
