Responsibilities

Manages daily financial functions of the Florida Medical Practice Plan, Inc. (FMPP), including fund receipt, analysis functions of revenue transactions, recommendation of corrective action, and formulation and implementation of relevant procedures. Coordinates operations with Financial Operations Manager, including clinical collection process, analyze billing activity and produce reports as needed. Issues invoices timely and accurately per contract terms and follows up with partner agencies on status of payment or provider performance. Reconciliation of internal accounting records and those of related external systems. Maintains effective communication and positive working relationships with COM service providers, COM departmental staff, and external service partners. Responsible for performing complex analysis functions and approving revenue transactions for accuracy, allowability and compliance with Generally Accepted Accounting Principles (GAAP). Communicates activity with FMPP leadership

Reviews and analyzes FMPP clinic and clinical service activity. Compiles and submits comprehensive financial and payroll reports to external agencies (e.g. partner hospitals, health departments, and private practices). Prepares reports, schedules and supporting documentation for FMPP audit engagements, FMPP board of directors, FMPP financial statements, and FSU auxiliary reports for revenue and capital asset related transactions. Works closely with FMPP leadership, practice managers, COM personnel, University departments and external agencies to achieve reporting objectives and recommend courses of action to achieve departmental goals.

Assists in management of FMPP's capital assets, by establishing internal controls to ensure capital assets are properly recorded, tagged and accounted. Audit and analyze capital asset transactions in MEDNET and FMPP1 OMNI, including depreciation calculation and transactions. Communicates expectations with FMPP clinical staff regarding capital assets.

Responsible for the interpretation of departmental fiscal and administrative policies and procedures. Initiate development, interpretation, and implementation of policies, procedures, and guidelines for FMPP activities to achieve or maintain compliance with internal and external requirements. Participates in designing, organizing and implementing technology strategies/solutions that manage and organize the unit's electronic data. Assure sound environment of internal accounting control and confidentiality.

Provide backup support as needed for daily disbursement functions including fund disbursement, analysis functions of disbursement transactions, recommendation of corrective action, and formulation and implementation of relevant procedures. Maintain general understanding of such procedures to assist continuity of operations in the event of a disruption of normal business operations.

Promotes an atmosphere of teamwork in accomplishing mission and goals of the unit. Participate strategic planning, policy development and organizational analysis to include developing recommendations for management to achieve organizational goals & ensure compliance with standards, laws, & University policies and procedures.

Qualifications

A Bachelor's degree and two years of experience; or a high school diploma or equivalent and six years of experience. (Note: a combination of post high school education and experience equal to six years.)

  • Experience in communicating effectively verbally and in writing.
  • Experience in developing and implementing policies, procedures, goals, and objectives.
  • Experience in documenting existing and new processes.
  • Experience in evaluating process effectiveness and developing changes or alternatives.
  • Experience prioritizing, organizing, and performing multiple work assignments simultaneously.
  • Experience with Microsoft Excel and Word, or equivalent software.
  • Experience in compiling, review, and reconciling financial data for accuracy, completeness, and compliance.
  • Ability to establish and maintain effective working relationships.
Preferred
  • Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules and regulations.
  • Knowledge of and the ability to interpret and apply related University policies, procedures, principles, and practices.
  • Knowledge of contract administration and ability to review and interpret sponsored research grants, contracts, and other agreements.
  • Knowledge of data analysis techniques and methodology.
  • Knowledge of electronic data processing as it applies to fiscal and accounting activities.
  • Knowledge of and ability to apply Generally Accepted Accounting Principles (GAAP).
  • Knowledge of the concepts, principles, and practices of data collection.
  • Skill in preparing clear and concise reports, policies, procedures, correspondences, and other written materials.
  • Knowledge of collection and/or cash handling procedures and ability to perform monetary transactions.
