SUMMARY:

This position provides operational support for MAHLE Behr Customs activities for North America under the direction of the Head of Foreign Trade - US. Must have a strong working knowledge of Foreign Trade Zone operations, customs functions relating to import and export including but not limited to entry/clearance operations, classification, customs valuation, export controls, CTPAT, USMCA and other Trade Programs. Must be able to navigate and generate reports in the US Customs ACE portal and provide relevant analysis.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Operate FTZ management system and process daily zone transactions, including the submission of 214s and maintenance of required recordkeeping
  • Monitor and ensure product movements in and out of the foreign trade zone are accounted for and declared properly to U.S. Customs
  • Audit and validate data within FTZ system against actual shipment documentation and inventory management system data
  • Reconcile daily inventory balances between Integration Point FTZ system and SAP
  • Run periodic inventory sync between Integration Point FTZ system and SAP
  • Troubleshoot and reconcile inventory and/or shipment discrepancies with FTZ stakeholders, and if necessary, file a manifest discrepancy report with U.S. Customs
  • Work with designated customs broker in the preparation and submission of weekly customs entries (3461/7501 filings) to U.S. Customs
  • Monitor daily shipments against weekly 3461 estimates and file supplemental 3461 when necessary
  • Manage in-bond movements to the FTZ from various ports and issue permits to transfer for local bond port movements as needed. Ensure all in-bond shipments are received and closed out properly
  • Compile and summarize period end FTZ reporting
  • Analyze monthly FTZ data and report compliance KPIs and cost savings in monthly report out
  • Compile quarterly ocean shipment data and submit quarterly HMF report and payment to U.S. Customs
  • Ensure scrapping process is managed within FTZ guidelines
  • Compile annual data to prepare and submit annual FTZ board reports and annual U.S. Customs reconciliation report
  • Serve as the point of contact and respond to U.S. Customs Officers in relation to FTZ activities
  • Draft or enhance FTZ manual and facilitate U.S. Customs visits
  • Educate plant personnel on FTZ requirements as necessary
  • Actively engage Custom brokers and service providers in the resolution of broker referrals and inquiries
  • Serve as liaison between MAHLE personnel and customs brokers and service providers in the resolution of customs inquiries
  • Review, investigate, resolve and respond to customs CF28, CF29 inquiries and liquidated damages cases
  • Track and monitor import activity to ensure sufficient bond coverage. Validate and coordinate bond renewal
  • Perform export controls functions including sanctioned party screening, quarterly systemic validations, Schedule B and ECCN reviews, etc.
  • Perform duty analysis and reporting and identify opportunities for duty avoidance and recovery
  • Support compliance efforts for MAHLE's CTPAT program

QUALIFICATIONS:
  • Bachelor's Degree or equivalent relevant work experience
  • 3 years' experience in a customs related capacity
  • Strong understanding and working knowledge of US import and export operations including classification, trade programs, valuation
  • Experience working with service providers and brokers and monitoring their performance with KPI's to ensure customs compliance
  • Background in automotive or other manufacturing preferred
  • Ability to analyze data and generate meaningful reports and dialogue
  • Ability to build and cultivate working relationships with the plants.
  • Ability to read, analyze, interpret and apply technical procedures and government legislation.
  • Ability to coordinate and lead meetings cross functionally.
  • Broad understanding of customs regulations
  • Experience navigating through the US Customs ACE portal
  • Experience in product classification preferred
  • Experience in USMCA qualification preferred
  • Experience in customs valuation preferred
