Overview:

The Risk Manager shall have overall responsibility for Quality Assurance, Safety, Training, Publications Currency and other compliance requirements within the Fuels Management Contract. While not working directly in the production of day to day contract work, the Risk Manager will be required to have a working knowledge of all aspects of compliance requirements in each part of the operation. The Risk Manager will report to the Contract and Operations Managers on all compliance issues, including identifying discrepancies, potential training shortfalls, and corrective actions as required. The Risk Manager will work a flexible schedule, in order to perform scheduled and spot inspections on all shifts.

Primary Responsibilities:

  • Inspect the fuels management activity for compliance IAW AFI23-201, incorporating AFMAN 23-110 checklists, to include the following:
  • Four years' experience working in Fuels is required.
  • Three years of QA, Safety or Environmental compliance inspection and reporting experience preferred.
  • Management Effectiveness
  • Administrative/ LAN procedures
  • FISC accounting procedures
  • Operator performance
  • Ground safety and fire prevention
  • Environmental compliance
  • Corrosion control
  • Care of equipment and facilities
  • Training
  • Procedures for assurance of product quality
  • Establish and maintain safety program IAW AFI 91-301 which will include:
  • Selecting topics and providing safety briefings
  • Inspecting fuels management activity for occupational and safety compliance
  • Assuring compliance with federal, state, and local environmental laws and regulations
  • Consulting with base agencies to maintain currency with environmental rules, restrictions, and regulations
  • Monitor, inspect and evaluate exercise of emergency spill response capability
  • Monitor, inspect and evaluate the proper use of personal protective equipment
  • Monitor, assign and forecast all training requirements and shortfalls for entire operation

Supervisory Responsibilities:

Supervisory responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience:
  • Four years' experience working in Fuels is required.
  • Three years of QA, Safety or Environmental compliance inspection and reporting experience preferred.
  • Three years of supervisory level training management preferred.
  • Knowledge of Air Force and Department of Defense fuels management instructions and procedures.

Knowledge, Skills, and Abilities:
  • Knowledge of Air Force and Department of Defense fuels management instructions and procedures.
  • Knowledge of receipt handling and storage methods.
  • Knowledge of properties and characteristics of liquid propellant, gases, oxidizers, and petroleum products.
  • Must demonstrate safety precautions; laboratory procedures; fuels automated system procedures; accounting procedures.
  • Knowledge of logistics planning, principles of inventory control, and freight transportation.
  • Knowledge of statistical methods and procedures.
  • Interpret, enforce, and comply with all Federal, State, County, and local Environmental Protection Agency (EPA) Laws.
  • Ability to clearly communicate written and verbal reports of highly technical task performance and recommended corrective actions.
  • Proficient with Microsoft Suite of products including, Word, Excel, Access and Outlook software.
  • Demonstrate a good attitude and ability to work as a member of a team.
  • Position requires self-motivation and the ability to work effectively under a minimum of supervision.
  • Ability to multi-task efficiently, work in a fast paced environment on multiple projects, and have a strong attention for detail.

Certificates, Licenses, Registrations:
  • Commercial Driver's License Class A or B with hazardous material, tanker, and air brake endorsements.
  • Hazwoper 40 hour

Security Clearance:

SECRET Level Required
  • Must have a current US Government SECRET Personnel Security Clearance or be able to successfully complete a U.S. government administered Investigation.
  • Must be a U.S. Citizen.
  • Must also be able to maintain a US Government SECRET clearance.

Work Environment:

General office environment. Some travel both domestically and internationally required based on business demands.
