Location: Location for the Global Head of Capital Efficiency and Project Development is flexible, including hybrid working arrangements within the US. Preferred location is Allentown, PA. As the Global Head of Capital Efficiency and Project Development within the Electronics Engineering group, you will provide strategic vision and leadership to a global team focused on the front-end development of capital projects starting from idea scoping through basic design and engineering and project approval for execution. Projects in the Capital portfolio range from production expansion, equipment installation, and greenfield plant construction. Each project requires careful and attentive consideration for business case, project execution model, process scope development, cost and schedule estimating, project planning, hazard reviews, and design through basic engineering resulting in +/-10% cost estimate ready for project approval. You will work closely with engineering, business, procurement, controlling, and operations colleagues to ensure alignment of the long-term project portfolio and capital cash flow forecast to meet strategic business growth goals. To succeed in this role, you will need to leverage your leadership and communication skills to collaborate with global and cross-functional teams and manage interactions between your team and key stakeholders. Since a major determinant of project success is optimally leveraging internal and external resources, you will also need to continuously support assessment of capabilities of project managers, engineers, suppliers, and contractors. Prioritization and resource management are vital to sufficiently staffing the broad range of projects and ultimately achieving the time-sensitive and cost-efficient capacity targets required by the Electronics Business Units. Responsibilities:

Create a project development team with capabilities to develop projects from initial scoping through basic design and engineering to prepare projects for approval and execution. Align with the business early on scope and target cost based on early-stage design. Work closely with the Regional Engineering execution teams to ensure seamless handoffs of projects after approval.Analyze options and choose the optimal project execution model for large projects working with engineering, business, and procurement colleagues. Identify the impacts of project execution models on required project resources, project cost and schedule. Work closely with procurement and project execution teams to define contractor landscape and identify the most cost-effective project execution approach while still maintaining safety and quality ensuring that proper due diligence has been applied to the selection of all suppliers and EPC contractors.Work with procurement to develop "should cost" models during project development.Work with procurement to identify global opportunities in the project portfolio for leveraging similar suppliers across multiple projects and create potential for savings from bulk purchasing.Work with Procurement and the Project Manager to develop the procurement strategy and develop bidder lists, bid packages and complete Commercial Bid Evaluations and Technical Bid Evaluations.Support the preparation, development and management of the comprehensive Capital project portfolio budget and schedule. Provide early phase project cost estimates based on preliminary scoping and design to include in the 5-year capital plan.Ensure accuracy of capital cash flow reporting (actuals and forecast).Reinforce and verify correct usage of all Project Management and company standards, templates and processes during the front-end engineering process.Facilitate communication and coordination within the engineering team and with stakeholders and senior leaders.Supervise team resources and focus to ensure prioritization of project development activities to match business priorities.Work closely with the other engineering leaders to ensure development projects are properly resourced.Facilitate status meetings with upper management, advisory and/or steering committee members for escalation and resolution of risks and issues during front end project development.Ensure projects scope definition, budgets and risks are fully developed prior to project approval, using appropriate risk and probability tools, aligned to industry best practices.Ensure that projects are ready to execute to meet defined performance targets including ensuring that estimates are capital efficient, with appropriate contingencies included in the economics of the project.Create a portfolio of line-by-line estimates for future use, using a standard template.Monitor project performance variance analysis on yearly basis to continuously improve estimate accuracy.

Who You Are:

Minimum Qualifications:

BS degree in Chemical or Mechanical Engineering or related engineering/science discipline10+ years experience in Chemical manufacturing production, process or project engineering related positions, with at least 5 + years related to Capital project management.Global experience as lead Project Manager on small to large capital projects using various project execution strategies.Advanced global knowledge of building and construction, design, construction contract administration, including advanced understanding of industry practices.Supervisory or Line Management experience and demonstrated success with stake holder management.Experience with strategic business planning in capital projects and demonstrated track record of driving capital efficiency.Travel up to 40% domestic and international travel

Preferred Qualifications:

PMP or Professional Engineer certification or Advanced Degree in Engineering or MBAExperience working closely with Procurement on project execution models and procurement execution plans.Experience implementing projects in a semiconductor or chemical process plant environmentKnowledge of robust project engineering systems as well as strong awareness and sensitivity to the complexities and safety challenges of executing specialty materials manufacturing processesDemonstrated skills and knowledge in areas such as chemical process technology and innovation, sustainability, construction, and/or project deliveryExperience as a senior member of an engineering leadership teamExperience in leading multi-discipline project groups on large complex projects and programs
