CONTEXT OF THE JOB:

The Joseph R. Biden, Jr. School of Public Policy and Administration (Biden School) provides undergraduate and graduate education, research and public service in the fields of leadership, urban affairs, public policy, public administration, energy and environmental policy, disaster management and public health. The Biden School supports a full body of faculty, staff and students in research, student support services and finance and administration. The Biden School also hosts six research centers -- Biden Institute, Center for Applied Demography and Survey Research, Center for Community Research and Service, Center for Energy and Environmental Policy, Center for Historic Architecture and Design and the Institute for Public Administration.

Under the direction of the Sr. Grants Analyst, the Grants Analyst will join the sponsored programs team and is responsible for sponsored research contracts and grants administration and financial management for Biden School faculty and centers/institutes and will be the primary support to the Center for Community Research and Service. This includes pre-award and post-award management of sponsored programs, preparation of financial reports and closing of accounts. The Grants Analyst interfaces with UD departments and services, federal, state, and not for profit agencies, as well as faculty, students and staff involved in sponsored projects. The Grants Analyst works closely with Center Directors, Principal Investigators, the College Business Officer, the Sr Grants Analyst, and other financial team members in providing support for the development of initiatives related to sponsored programs support for the Biden School. The Grants Analyst should work independently, effectively solve problems, and make appropriate decisions under limited direction.

MAJOR RESPONSIBILITIES:

  • Function as department liaison for internal and external contacts regarding unit activities, accounts, personnel, etc. affecting contract and grant administration.
  • Act as CCRS' and other centers as designated pre-award administrator for all sponsored projects and programs.
  • Oversee post-award administration of research grant and contract awards, interpreting sponsor requirements and ensuring compliance with sponsor and University policies.
  • Develop systems to improve timely fiscal control and processing. Provide on-going financial reporting to Principal Investigators.
  • Advise on fiscal management and sponsor requirements, including forecasting expected financial needs based on current and projected funds.
  • Interface with UD Research Office, federal, state, and industrial sponsors.
  • Prepare, implement, and monitor budgets including university funds, state lines, awards, gifts, r/e programs, scholarships, and endowments.
  • Contribute to the design and development of departmental business procedures and electronic tools as part of the department's financial team (accounting, data management, work processes, etc.).
  • Prepare and maintain the Labor Allocation Module (LAM) system allocations for all assigned faculty and staff on sponsored projects to ensure timely distribution of effort for academic workload and specific program sponsored research activity.
  • Acts as the effort certification administrator and works with the UD Research Office to reconcile changes to the funding distribution on Effort Reports.
  • Utilize the University's contract and grants management system to ensure accurate and timely reporting and management of awards.
  • Provide project/grant reconciliation and work with respective units on campus on closeouts, including preparing cost transfers to remove unallowable costs and over-expenditures.
  • Anticipate and proactively resolve complex issues as they relate to financials, contracts and grants.
  • Participate in meetings related to potential funding opportunities and proposal development including multi-departmental and external partners.
  • Acts as manager for the Centers' purchasing cards.
  • Maintain records retention for financial data.
  • Perform other job-related duties as assigned.

QUALIFICATIONS:

Education

29E

  • Bachelor's degree in Business Administration, Accounting, Finance or a related field with two years job-related experience or equivalent combination of education and experience.

30E

  • Bachelor's degree in Business Administration, Accounting, Finance or a related field and three years of job-related experience, or equivalent combination of education and experience.

Experience

  • Knowledge of cost analysis techniques.
  • Ability to analyze budgetary expenditures for compliance with approved budgets.
  • Ability to communicate effectively with a wide range of constituents on a variety of financial management topics.
  • High-level of independent judgment, critical thinking, and decision-making.
  • Ability to work independently.
  • Must have strong organizational skills and attention to detail.
  • Ability to handle multiple tasks simultaneously.
  • Ability to interact well with people of all ages and diverse backgrounds.
  • Ability to interpret, adapts, and apply guidelines and procedures.
  • Knowledge of the University Cost Accounting Standards Guidelines and the Cost Principles for Educational Institutions (Circular A-21).
  • Working knowledge of University systems: Financial System, including UDataglance; PeopleSoft; Labor Allocations Module; Effort System; WORKS; and Web Forms.
  • Ability to plan, organize, implement, evaluate, and modify administrative support.
  • Ability to retrieve, organize and analyze data and generate ad-hoc reports that are meaningful and understandable to those not familiar with the data being reported.
  • Ability to develop, plan, and implement short and long-range goals and to adjust in a deadline-driven environment.
  • PeopleSoft experience.
  • Requires intermediate computer skills to quantify and illustrate complex reports, comparisons, impacts, and/or projections (includes but is not limited to proficiency with spreadsheet, database and word processing).

SPECIAL REQUIREMENTS:

  • Must complete required training sponsored by the University Research Office within one year of assignment in a contract and grants administration position.
  • Certified or actively working towards certification in Research Administration by a nationally recognized research certification organization within one year of date of hire.
  • Travel to the CCRS Wilmington Office may be required on occasion.
