CALSTART has an immediate opening for a highly motivated person who is passionate about innovative and equitable mobility to join our team as a Grants Coordinator. The position will focus on the Clean Mobility Options (CMO), a voucher-based transportation equity investments program for historically underserved communities throughout the state of California, being responsible to manage all aspects of the processing vouchers and executing agreements and serving as its day-to-day project leader. This role will lead the CMO Voucher Compliance, Processing and Contract Execution and lead, manage, and continuously improve operations of Clean Mobility Options' (CMO) Voucher Application and Processing division. Additionally, this role will develop and enhance systems, policies, and procedures for voucher processing tools for tracking of vouchers status.

The Clean Mobility Options Voucher Pilot Program (CMO) is a marquee transportation equity program for the State of California overseen by California Air Resources Board and administered by CALSTART with Shared-Use Mobility Center (SUMC) the Local Government Commission. CMO provides voucher-based funding for zero-emission carsharing, carpooling/vanpooling, bike-sharing/scooter-sharing, innovative transit services, and ride-on-demand services in California's historically underserved communities. CMO awards up to $1M per project for mobility services and up to $50k per project for community transportation needs assessments. The program conducted is in the process of finalizing its first window of funding for both project types and is the process of transitioning from a startup phase to one of ongoing implementation and expansion. Additionally, the Project Manager will:

  • Review contracts and make recommendations of certification of compliance or corrective action.
  • Lead the CMO application processing team to process application intake, application evaluation, awarding, and contract execution for future windows
  • Work directly with awardees and their subcontractors to comply with the program insurance requirements, which include Cyber Liability, General Liability Insurance, Auto Liability Insurance, Excess/Umbrella Policies, Worker's Compensation Guide .to ensure they obtain insurance and comply with insurance requirements.
  • Lead development and review of critical documents such as quarterly reports, documentation of standard operating procedures, and program and finance documents for applicants and awardees .
  • Make recommendations of certification of compliance or corrective action.
  • Create and update Policy and Procedures to include Manual Document and tracking and storage Update Policy and Procedures to include Manual Document and tracking and storage.
  • Lead in creating, editing, and curating a portfolio of finance collateral materials (visuals, talking points,materials, presentations) to be used for finance outreach and at off-sites, and meetings with CARB/CEC.
  • Lead outreach activities that include one-on-one correspondence, phone calls, presentations, and webinars
  • Additional administrative duties and/or responsibilities, as needed
The position will report to CALSTART's headquarter office in Pasadena, CA but remote hires located in other parts of California will be considered.

Qualifications
  • Bachelor's Degree in Public Administration, Business Administration, or Non-Profit Management or equivalent experience
    • 3 years of professional work experience in the transportation, municipal planning, project management, public agency, advocacy and/or private mobility spaces
    • Experience in contract and grants management with knowledge in non-profit accounting and financing
    • Understanding compliance with legal guidelines, such as insurance policies and accessibility regulations.
    • Experience and understanding of CA State regulations and compliance
    • Ability to monitor and finalize budgets and collaborate with the Finance & Accounting team
    • Experience using Microsoft Office Suite (Excel and Word), Adobe, online application programs, and other shared platforms
    • Knowledge in non-profit accounting and financing, contracts and grants.
    • Knowledge of accounting, finance, labor rates and capital cost, and accounts payable
    • Knowledge of insurance compliance
    • Knowledge of Government Contracting
    • Knowledge of program design changes with knowledge of how to interpret and update policies and procedures.
    • Knowledge of Project management and budgetary preparation, and compliance.
    Desired Qualifications:
    • Master's Degree in Public Administration, Business Administration, or Non-Profit Management or equivalent experience
    • 5+ years of professional work experience in contract and grants managements with knowledge in non-profit accounting and financing.
    • Excellent writing and verbal communication skills
    • Ability to analyze and synthesize complex invoicing and statistical data
    • Ability to monitor and finalize budgets and collaborate with the Finance & Accounting team
    • Experience developing systems and SOP's: Compliance of standards; Insurance compliance; Systemization of training
    • Experience with grassroots community engagement for transportation and mobility
    • Experience in accounting, finance, communicating labor rates and capital cost, and accounts payable
    • Experience making budgetary negotiations, recommendations, preparation, and compliance accountability.
    • Ability to manage competing priorities simultaneously
    • Background in mobility equity, mobility justice, and programs that advance LGBTQ+ and BIPOC communities
    • Ability to travelup to 20%(once public health conditions allow)
    • Bilingual/Full Business Fluency in Spanish
    • Knowledge of how to reconcile project budget to plans
    • Knowledge of procedures or program templates for program compliance
    • Knowledge of grant applications submittals, application review, award determinations, and voucher processing.
    • Knowledge of Program Administration, including development, review and analysis of application systems.
