GeneralFunction: 
ProvidesProfessional Human Resources services throughout the employment cycle and actsas Policy Analyst. 

Minimum Qualifications: 
Bachelor'sDegree earned from a regionally accredited institution and two years ofprofessional Human Resources experience. Professional Human Resourcesexperience may be substituted for the required education on a year for yearbasis.

Preferred Qualifications: 
Bachelor'sDegree in Human Resources or related field earned from a regionally accreditedinstitution, two years of professional Human Resources experience and PHR orSHRM-CP certification. Prior experience with policy analysis, higher educationor accreditation.

Major Dutiesand Responsibilities:
*           Facilitate the development, reviewand revision of institutional policies to align with statutes, institutionalgoals, TBR policy, accreditation requirements and program requirements. Ensurethat policy reviews are accomplished based on the three-year review cycle or asneeded to facilitate required changes.        Guidepolicies through the review or revision process including advise and guideexecutive staff, managers and committees through the process, status tracking,reporting, acquiring necessary approvals and ensuring approved policies areplaced in the policy library and published in the necessary locations.
*           Leads new employee onboardingincluding onboarding asset development, presentations, checkpoints, and followup. Assist in assimilating new employees into the institutional culture, visionand community college environment. 
*           Assist EDHR with classificationcompensation actions including but not limited to job analysis, positionspecification update/creation, reclassifications, compensation planadjustments, organizational adjustments, and researching compensation or equityissues.
*           Conducts or assists the EDHR or EDDEIwith workplace investigations as assigned, submits reports of findings andrecommendations to the EDHR and/or EDDEI.
*           Develop and implement a communicationplan for the human resources department in consultation with the EDHR and ADHR.Develop, layout and disseminate the HR Connects employee information source.
*           Identify training gaps and assist indeveloping training curriculum or locating partners / vendors for HumanResources related training and facilitate training sessions for employees.
*           Prepares, reviews, analyzes andcorrects human resources transactions and documents for employee appointments,promotions, demotions, reclassifications, separations, terminations, transfers,retirement, and information changes
*           Develop, compile, prepare, processand submit all required reports including recurring reports and specialrequests assigned by the EDHR. Assist in the development of standard operatingprocedures, flow charts and improvements in HR functions as assigned by EDHR.
*           Processes unemployment actions andrepresents the HR office during unemployment hearings.
*           Provides Technical guidance andtraining to HR Analysts
*           Other duties as assigned

Knowledge,Skills and Abilities:
*           Knowledge and understanding ofgeneral human resources practices.
*           Knowledge of confidentiality statutesand policies as they apply to human resources.
*           Knowledge of higher education, policyanalysis and accreditation.
*           Strong interpersonal skills and theability to effectively communicate with a wide range of individuals andconstituencies in a diverse community.
*           Strong organizational skills to guidepolicy revisions through a meticulous and detailed process.
*           Ability to conduct research, developprofessional reports and make presentations of reports and research results toExecutive and management staff.
*           Ability to develop and presentemployee training modules.
*           Ability to make administrative andprocedural decisions and judgments on sensitive, confidential issues.
*           Skill in analyzing and evaluatingvarious policy and HR related issues.
*           Knowledge of computerized informationsystems used in human resources applications.
