Job Description:
ECS is seeking a qualified Infrastructure Operations Manager to lead a staff of 25-40 for a large, Federal IT project in Albuquerque, New Mexico. The Infrastructure Operations Manager manages telephone, networking, and wired infrastructure, as well as telecommunications security and wireless communications. The Infrastructure Operations Manager leads the Infrastructure team to provide communication-transport capabilities, maintaining and operate telephone communication systems, and to deliver secure, consistent, and capable network infrastructures to ensure faster realization of business value to our customers.
Prior experience with the Department of Energy (DOE) and DOE's IT Programs, tools, and systems is highly preferred and advantageous for this position. The Infrastructure Operations Manager will work as part of the larger Program Management Team including the General/Program Manager and Operations Managers in other functional areas. Responsibilities Include:

  • Create, manage, implement and improve support services to provide robust and highly available telephone systems
  • Oversee telephone-engineering support for telephone and VOIP systems including Avaya and Number 5 Electronic Switching Systems.
  • Manage second and third tier support for LANs and WANs for classified and unclassified networks
  • Oversee the design, implementation, and maintenance of copper and fiber-optic transport systems, and review and design requests for new requirements.
  • Manage and coordinate telecommunications security including developing and updating TEMPEST checklist, implementing TEMPESAT requirements, conducting and participating in security assessments, and develop, maintain, and execute the Protective Distribution System (PDS) Plan.
  • Oversee the operations and maintenance of the trunked system, two-way radios, remote-site-communications architectures, and spectrum management support.
  • Managing and monitoring environmental control systems
  • Plan, direct, and coordinate the operational and tactical activities of groups of FTEs that are responsible for the delivery of information processing and telecommunications services.
  • Manage day-to-day work activities, delivery, deployment, and ongoing service delivery functions of a large-scale ITSM program.
  • Establish objectives and plans for the team's operations.
  • Ensure that all deliverables are met per contract KPI's/CPI's (Key/Critical Performance Indicators).
  • Manage analytical resources within budget and established service delivery times.
  • Actively and consistently recommend and support all efforts to improve, simplify, automate and enhance day-to-day operations and the client experience within area of responsibility.
  • Support all initiatives aimed at performance and quality improvement, including leading change management efforts within area of responsibility.
  • Identify and assembles the optimal combination of personnel, technologies, and methodologies to meet current and near-term requirements.
  • Translate organizational objectives into work plans.
  • Create contingency plans to meet changes in business circumstances.
  • Participate in operational meetings with the customer.
  • Coach and counsel team leads on business, organizational, and technology strategies.
  • Set direction and policies for multiple locations, technologies, and/or specialty disciplines
  • Develop long term relationships with one or more operating companies or business segments.
  • Meet goals for area of responsibility including analyzing and managing performance, utilizing escalation and exception paths, implementing processes and systems to report on current performance and make recommendations for improvement of performance.
  • Establish strategies and plans for the organization and sets direction to meet evolving needs.
  • Deploy and manage consistent, structured and disciplined systems, policies, procedures and practices to ensure stable and quality product & service delivery consistent with company objectives and customer expectations.
  • Oversee documentation of issues, action plan and outcome and distribution within area of responsibility.
  • Effectively support the planning and tracking of multiple projects, resource planning and allocation, task delegation to accomplish project goals and objectives, ensuring timely resolution of issues, using escalation as necessary, creation of ongoing status and evaluation reports, and reporting on employee performance.
  • Create contingency plans to meet changes in business circumstances.

Required Skills:
  • Must be a U.S. Citizen
  • Active TOP SECRET or DOE Q/L clearance and the ability to maintain clearance throughout the life of the contract.
  • Bachelor's Degree in Information Technology or closely related field, and 2 years' experience. 8 years total relevant experience may be substituted for education.
  • 2 years management experience directly managing telecom staff and projects.
  • Demonstrated extensive and varied experience with the following technology areas:
  • Avaya CM platform
  • Number 5 electronic switching system
  • Telephone systems and firewalls
  • Telephone maintenance
  • Software development
  • System integration
  • Infrastructure and support
  • Proficiency in tools and applications, including software applications, commonly used for IT services, e.g., BMC/REMEDY, CAIRS- Telemanagement Management System, AVAYA CM, Solarwinds.

Desired Skills:
  • Certification as Project Management Professional (PMP).
  • ITIL v3 or ITIL 4 Certification.
  • CompTIA Network+ Certification.
  • BICSI Technician or RCDD certification.
