IT Enterprise Portfolio Manager

Job Description:

IT Enterprise Portfolio Management encompasses the processes, governance and tools used to plan, evaluate, resource, balance and communicate the demand intake and execution of the IT and business portfolio. The IT Enterprise Portfolio/Resource Manager gets involved in technology projects that include large, complex enterprise-wide initiatives. They must be adept at working with business stakeholders and highly proficient at navigating complexities of organizational decision-making. This includes partnering with Resource Managers across the enterprise and training, as needed. This role is embedded within the Portfolio Management practice but its primary focus will be on enterprise resource management and building a foundation based on best practice.

The person in this role will bring their skills and leverage them to optimize project staffing with input to project approval based on resource availability. This role is mission critical to project intake, Service Now scenario planning, portfolio management and positioning projects for delivery success.

A resource with knowledge of building a Resource Management practice and who posesses strong relationship management skills is desired. The work focus needs to be balanced with the enterprise culture with an incremental rollout needs relating to Resource Plans and ensuring time entry compliance in collaboration with PMO Execution Managers. Our team includes an Enterprise Change Manager who can be leveraged for guidance, if needed.

Work focus will be to develop staffing strategies and execute a comprehensive resource utilization process including forecasting/planning model and resource deployment/tracking (FTEs & external consultants) in a highly-matrixed organization.

NATURE AND SCOPE:

This position reports to the Manager, Portfolio Consulting Services

NECESSARY CONTACTS:

To do this job effectively the incumbent has to be in contact with:

INSIDE RELATIONSHIPS:

• Engage extensively with senior management (Executive Sponsors, Business Owners), as well as IT and Business Resource Managers and Project Managers and must

be a key player in the strategic planning process for the IT organization • Works with business-unit and appropriate IT personnel to ensure the distribution of enterprise resources (business, IT and PMO) and to set priorities based on enterprise business goals.

- Works with project assessment/intake team to forecast demand prior to the project executing the Planning phase

• Works with Resource Managers and Project Managers to identify the percent of a role/resource time will be needed at different phases of the SDLC throughout execution

•Collaboratively works cross functionally to identify when resources can be shifted based on organizational program and project priorities

•In partnership with PMO Execution Managers and Project Managers, identify resource availability due to project closeout

•Manages utilization to exploit inhouse talent and minimize the need to use vendor resources to backfill demand

•Exercises diplomacy and tact in discussions with all stakeholders; all leadership levels

- Develops and maintains strong connections to IT and business management in order to effectively define

and manage risk across the enterprise project portfolio.

OUTSIDE RELATIONSHIPS:

• Attends industry conferences and training based on role, making presentations in-house for knowledge transfer and maturing the Resource Management practice

QUALIFICATIONS:

EDUCATION:

•Bachelor's degree - Business, Computer Science, Project Management or related field required

•MBA or similar advanced degree desirable

EXPERIENCE:

Experience working in a program management office (PMO) using project and portfolio management tools is required; experience managing large projects or programs preferred.

•6-8 years of Resource Management experience working within an IT organization or PMO.

An understanding of how to build a Resource Management framework then implement it throughout the enterprise, starting within the PMO.

The needs of the organization include assessing capacity against project demand, tracking utilization and reporting metrics to the senior executive team.

Resource Management includes resource compliance with entering Resource Plans and ensuring weekly time entry.

This role interfaces with Resource Managers, IT and Business Managers who have direct reports.

•Manage capacity planning and forecasting

•Collaborate with the Methodology team to create training content and assist with delivering it to a variety of audiences

•Report to leadership - dashboards and metrics

SKILLS:

Must be able to prioritize projects based on a set of agreed on criteria for value to the business

Must have recognized leadership developed through progressive positions of responsibility throughout the business or the IT organization.

Demonstrated ability to develop and maintain strong working relationships with colleagues at different levels of the business and the IT group, up through the most senior levels within the enterprise is required along with the ability to establish and maintain a high level of trust and confidence in both the business and IT communities.

Strong analytical and conceptual skills required.

Must have excellent communication skills, with the ability to clearly communicate vision, mission, goals and themes to both business and IT audiences.

Strong persuasion and influence capabilities required.

Must have demonstrated ability to deliver presentations of complex IT and business information to a diverse audience.

Must have demonstrated ability to manage diverse groups of technical professionals that have expertise in different domains.

Sound understanding of technology and its application to achieve business objectives is required.

Must have working knowledge of business area activities while possessing a distinctive blend of business, IT, financial and communication skills, as this is a highly visible position with substantial impact.

ACCOUNTABILITIES:

Develops and manages the relationship between IT and other stakeholders, with the goal of defining, planning, building and assessing the IT and business enterprise level project and program portfolio and measuring its results.

Acts as a lead advisor to project and program sponsors and business owners (i.e. IT Leadership and business steering committees) on the risks and benefits of specific project and program level activities. Uses reporting tools to monitor portfolio activities and regularly brief senior IT and business management on portfolio performance. Evaluates and assesses risk as part of the analysis of IT and business projects and programs.

Assists the senior IT and business management in developing, executing and communicating enterprise wide IT-business vision, mission and goals.

Actively supports initiatives related to the IT strategic and complementary tactical plans in a responsive manner that conforms to the organization's mission, goals, and objectives.

Ensure the enterprise has a pulse on the people assets available for project work

Responsible for all organizational assets related to Resource Plans and time entry

Responsible for training resources, enterprise-wide; and, working with the PCS Methodology team to modify and communicate any process changes

Ensure that data entered into Service Now has integrity and can be used for reporting to senior leadership

TECHNICAL SKILLS

•Service Now - advanced to expert understanding of the tool

•Planview or Clarity experience
