In this position, you will provide technical oversight and leadership for a team of IT professionals responsible for the State of Nebraska Enterprise Security Information and Event Management (SIEM) system and the State of Nebraska Enterprise Vulnerability Management and Technical Compliance systems. Provide technical guidance and expertise in the planning, design, implementation, and maintenance of Enterprise Information Security procedures and standards in accordance with all statutory and federal requirements. Review, test and recommend new technology implementations. Coordinate the work efforts of others, assign duties, and monitor progress and quality of work. Act as technical liaison to provide services and interface with clients and vendors. Develop and maintain processes and procedures; create documentation; deliver technical training and support to clients and to other information technology employees; and evaluate vendor training.

Examples of Work
The essential functions of this position include but are not limited to:

-Provides technical oversight and leadership for a team of IT professionals.
-Develops and contributes to best practices, methodologies, templates and documentation.
-Provides recommendations for the improvement of the infrastructure.
-Ensures Enterprise and Agency compliance with policies and procedures.
-Review system vulnerability scans for all applicable platforms on the State of Nebraska network.
-Coordinate compliance efforts of co-workers, Agency staff, and clients.
-Participate in any review activities including but not limited to interviews, documentation requests, artifact requests, vulnerability scan analysis, and remediation.
-Respond to any requests for compliance requirements clarification/information from the system support staff.
-Coordinate with Agency Applications teams to ensure data safeguards are in place.
-Create, implement, and maintain procedures and standards in accordance with all statutory and federal requirements.
-Coordinate with involved entities to produce artifacts and triannual reporting of IRS findings to reviewers/SISO.
- Other duties as assigned within the scope of the classification.
Qualifications / Requirements

REQUIREMENTS: Associate degree in computer science or a related area plus four years related technical and business experience, one of which must involve providing guidance and direction to lower level information technology staff OR Post high school coursework in computer science/information technology plus five years related technical and business experience, one of which must involve providing guidance and direction to lower level information technology staff.

PREFERRED: Experience guiding the work of others. Understanding of federal and other regulatory requirements and the ability to keep current. Experience in PCI, CJIS, IRS, CMS, and SSA reviews. Varied IT experience using Windows, mainframe, databases, UNIX, etc. Experience with client-server systems, telecommunications, firewalls, intrusion detection, information security, and Active Directory. Experience in any of the following IT disciplines (application development, information security, technical architecture, control testing).

OTHER: Regular and reliable attendance is required
Knowledge, Skills and Abilities
-Knowledge of IS review standards (NIST, PCI, CJIS, MARS-E, FTI, etc.), information technology theory, principles and practices and disaster recovery procedures, networking and network security fundamentals with the ability to analyze datasets, computer hardware, software, local and wide area network systems, client/server network protocols and Internet/Intranet applications, methods, techniques and procedures.

-Strong communication skills with the ability to effectively communicate with others; skill in human relations and diplomacy and working with widely diverse individuals.
Demonstrated skill in working effectively with people of all technical levels including conflict resolution, collaborative problem solving, and responsive customer service

- Ability to translate complex technical topics into easy-to-understand concepts, manage escalations and communications, establish and maintain effective working relationships with other agencies, employees, vendors, and contractors, write clear and concise documentation of systems and procedures, read, understand, and apply information from technical manuals, plan, organize, meet schedules and timelines for assigned work and direct the work of teammates.
