REPORTS TO: Director Purchasing

SUPERVISES: Tactical direct procurement staff

GENERAL PURPOSE AND SCOPE: The Procurement Manager implements activities related to the day to day procurement of all materials, equipment, and services, and directs the activities of buyers to maximize effectiveness, compliance, and management of those sourcing functions. This position will:

  • Monitors the cost, schedule and performance aspects of vendors - decisions and actions made will have a significant effect on the profit and loss of the company.
  • Demonstrate an ability to effectively delegate workload and tracking of progress
  • Coordinate purchasing activities with Material Program Management teams, Procurement Management, and Production departments to maintain inventories at planned levels.
  • Maintain strong cross-functional relationships across Programs, Strategic Sourcing, Planning and Manufacturing
  • Optimize cash flow across assigned commodities
  • Identify potential risk for short term and long term

DUTIES / RESPONSIBILITIES:
  • Directs the procurement process for Austal USA (Mobile).
  • Communicates purchasing production schedule changes affecting delivery dates, and enforcing those changes.
  • Implements productivity initiatives, and assist in the establishment of performance metrics.
  • Responsible for timely performance and satisfactory quality and quantity of all purchase orders.
  • Develop annual procurement objectives and manages day-to-day priorities for the timely and efficient execution of workload.
  • Initiate and implement improvements in sourcing processes, which result in added value to accomplish best-practice.
  • Holds discussions with suppliers/contractors, customers and industry representatives concerning quality, delivery and cost concerns.
  • Enforces policies and business practices with suppliers. Advises internal customers regarding status of projects and other business issues.
  • Assists in updating policies and operating procedures involving the integrity of the contract process and enforces compliance with guidelines contained therein.
  • Coordinates supplier evaluation, assessments, development and continuous improvement activities (cost, quality, process, lead time, service)
  • High energy, with an emphasis on rapid change, and management courage to act persuasively and with conviction
  • Act as a Compliance Champion for the organization and work to promote a culture of compliance throughout the organization.
  • Support business unit Tier 1 Compliance Lead in responsibilities as needed.

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:
  • BA/BS degree in a related field or 7+ years of progressively responsible experience in procurement
  • Professional certification ISM: APP, CPM, or CPSM certification desired
  • Outstanding organizational skills
  • Self-motivated with a strong sense of urgency, enthusiasm and commitment
  • Ability to implement and administer purchasing operating standards and procedures
  • Experience with MRP system: forecasting, production planning and inventory controls
  • Ability to identify process improvements and implement effectively
  • Must have excellent problem-solving skills and analytical skills
  • Strong results-oriented mentality with a continuous cost focus; drives cost/value initiatives
  • Experience managing a team and passion to drive change, challenge status quo, and develop staff to maximize individual talents and skills.
  • Demonstrated ability to communicate clearly through written and oral communications.

ADDITIONAL GUIDELINES:

Candidates must meet the following employment eligibility guidelines to be considered for employment with Austal USA:

  • Able to provide proof of US Person status (permanent resident or citizen)
  • No felony convictions of theft/deception or violent crimes within seven years from disposition date
  • No felony convictions of drug crimes within three years from disposition date

While performing the duties of this job, the employee is regularly exposed to humid conditions, bright flashing lights, moving mechanical parts, high precarious places, outside weather conditions, and extreme heat. The employee is occasionally exposed to fumes and/or airborne particles at or below the PEL, toxic or caustic chemicals, and heat and cold. The noise level in the work environment is usually very loud, + 90 dB.

PHYSICAL REQUIREMENTS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to tour all vessels and work sites.

While performing the duties of this job, the employee is regularly required to stand, walk, use hands to manipulate, handle, or feel, reach with hands and arms, climb and balance, stoop, kneel, crouch, or crawl, and talk or hear. The employee is occasionally required to sit.

Specific physical requirements include the following:

Must have the ability to bend, squat, stoop, crawl, and kneel. Must have the ability to climb in a safe manner (climbing as a minimum includes stairs, scaffolding, ladders, and ramps). Ability to withstand cold and hot temperatures. Ability to effectively navigate throughout the ship to include climbing ladders, scaffolding, and stairs. Must be able to withstand normal heat level within the ship.
