Summary Statement

The Planning and Development Services Department is searching for a Mechanical/Fuel Gas Inspector who will perform skilled mechanical and fuel gas code inspections, limited mechanical plan review and licensing compliance for a variety of systems, including the most technically complex engineered commercial systems to ensure installation in accordance with city, state, and national mechanical codes for the protection of the public's health, safety, and welfare. Works independently while making decisions that require technical discretion and sound judgment. Work is performed under general supervision.

Essential Functions

Performs skilled, independent mechanical and fuel gas field inspections on all permitted construction projects. Verifies proper State of Idaho licensing of mechanical contractors and mechanical journeyman. Inspects and verifies testing of wet and dry heating and cooling systems, ducts and piping, fuel gas piping, refrigeration systems, building ventilation systems, exhaust systems, product conveying and hazardous exhaust systems, and all related equipment for conformity to plans, approved materials, installation instructions, and corresponding code requirements. Inspects complex commercially engineered systems specific to the building and its use. Interprets code requirements to verify commercial building systems operate together. Performs limited mechanical plan review on minor commercial and industrial projects, not routed through the mechanical review process, for code compliance. Reads and interprets on-site approved plans, notes, Air Condition Contractors of America (ACCA) reports, specifications, material and equipment listings, and installation instructions. Verifies equipment and fuel gas sizing are correct, installed, and tested in compliance with code requirements. Performs aging inspections to verify that construction sites remain active and properly permitted. Performs limited erosion and sediment control inspections. (55%)

Resolves customer service issues and answers questions from city staff and the public regarding inspection scheduling, fees, permits, and state HVAC licensing compliance. Confers with mechanical section supervisor on difficult enforcement problems. Advises design professionals, contractors, and homeowners on solutions to technical and code problems. Communicates effectively and patiently with customers who are angry, frustrated, or confused by inspection processes and code requirements. (15%)

Conducts enforcement activities. Investigates inspection area for work being performed without proper permits or in violation of issued permits. Verifies work performed at job sites is performed by properly licensed mechanical contractors, including journeyman and apprentice levels. Performs inspections of permitted work to verify work in progress and projects with minimal documented activity. Investigates tenant's complaints about mechanical systems that may result in substandard housing conditions. Issues notices of violation (written correction notices, and stop-work orders) for code and ordinance violations. Verifies occupancy conversions and HVAC and exhaust system safety and maintenance complaints. (10%)

Coordinates with Building Division staff to ensure mechanical work is complete and has received final approval prior to the issuance of a certificate of occupancy or other final approval. Uses professional judgment and discretion to determine if mechanical work has been completed to a point that allowing temporary, limited, or phased occupancy of a building or tenant space would be acceptable. Participates with inspection supervisors, design professionals, and construction managers in jobsite conferences to resolve technical and scheduling challenges. Maintains detailed and accurate inspection records. Attends staff meetings and other training to ensure fair and uniform enforcement of city, state, and national mechanical and fuel gas codes. Coordinates work with utility companies, other City departments, and agencies to disconnect natural gas to unsafe buildings or in cases of dangerous mechanical installations. (10%)

Participates as a member of the City's Facilities Permitting Program and assists the Facilities Team to determine the eligibility of a property or project for the program. Coordinates with representatives from qualifying properties to review documents for project approval, issues permit, and performs inspections. Performs limited mechanical plan review. (10%)

Requirements

Required Knowledge, Experience, And Training
  • Must have a certificate of competency from the State of Idaho as an HVAC journeyman
Level of Knowledge
  • Intermediate knowledge of local, state, and national mechanical and fuel gas codes, rules, and ordinances
  • Intermediate knowledge of mechanical and fuel gas installation practices, systems, and materials
  • Intermediate knowledge of legal processes involved in the enforcement of building codes and ordinances
Abilities
  • Ability to interpret and apply national, state, and local codes and detect physical defects in mechanical and fuel gas installations and recommend corrections
  • Read and interpret mechanical and fuel gas plans and specifications, and accurately compare work-in-progress to such plans
  • Exercise technical judgment based on trade and technical experience and familiarity with a wide variety of mechanical, heating, cooling, ventilation, fuel gas and exhaust system design, installation, repair, or maintenance problems
  • Understand and apply approved ACCA reports for residential construction
  • Prioritize work and maintain an efficient daily inspection route; establish and maintain effective working relationships with those contacted in the course of work including citizens, other city employees, contractors, and design professionals
  • Deal constructively with conflict and communicate effectively with people who are angry, frustrated, or confused
  • Operate current computer programs including email, word processing, internet, databases
  • Complete assignments in a timely fashion
  • Understand and comply with all rules, policies, and regulations
  • Maintain prompt and regular attendance and perform all essential and marginal functions as assigned by an authorized employee, supervisor, and/or manager with or without a reasonable accommodation
  • Capable of operating vehicles safely and have an acceptable driving record

Preferred Knowledge, Experience, And Training
  • Associates degree in engineering, construction management, or related field
  • Four years experience in building systems and codes
  • Four years' governmental or third party mechanical and fuel gas code inspection experience
  • Certification as an ICC (International Code Council)
  • Commercial and residential mechanical inspector

Licensing And Other Requirements
  • Valid state-issued driver's license.
  • Certificate of competency as an HVAC journeyman from the State of Idaho and continued maintenance of required certifications
  • Have or obtain within six months of employment:
    • Residential and commercial mechanical inspector certifications from the International Code Council (ICC);

  • City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation
  • Driving Record Check

Physical Efforts
While performing the duties of this job the employee is frequently lifting/carrying up to 10 pounds and rarely lifting/carrying up to 35 pounds. Also, the employee is frequently pushing/pulling up to 10 pounds and occasionally pushing/pulling up to 35 pounds. The noise level is occasionally moderate and rarely loud. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, with areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards, work in/at heights and confined spaces. Employees will also drive a vehicle as part of this position. Work includes protected exposure to chemicals. Safely navigates all types of new and existing construction sites, typical hazards include temporary safety installation, heavy equipment, ladders, scaffolding, open trenches, and excavations.
