The State of Nebraska, Department of Health and Human Services is seeking a Network Services Administrator for the Division of Behavioral Health. This position serves in a statewide leadership role and provides administrative authority to the six Regional Behavioral Health Authorities (RBHA) and the statewide network of behavioral health providers and system coordination activities, ensures compliance with state and federal requirements. The Network Services Administrator, under administrative direction, is responsible for the administration, direction and organization of a major Unit located within the Department of Health and Human Services which represents a major part of the agency's total operations and consists of complex, multifunctional programs with a statewide impact; plan, organize and direct Unit functions and ensure activities are carried out efficiently and in compliance with applicable regulations and guidelines through the work of subordinate supervisors, managers, vendors and contracts; perform administrative functions required to support Unit operations including budget preparation and maintenance, program planning, developing program strategies, problem resolution, services monitoring and policy development; and performs related work as assigned.

Location of position: Nebraska State Office Building - 301 Centennial Mall South, Lincoln, NE

Work schedule: Monday - Friday, 8:00 AM - 5:00 PM, with some variability

Examples of Work
The Network Services Administrator position serves in a statewide leadership role and provides administrative authority to the six Regional Behavioral Health Authorities (RBHA) and the statewide network of behavioral health providers and system coordination activities, ensures compliance with state and federal requirements. This Administrative position:
  • Requires collaborating and providing direction across diverse programs/units within DHHS divisions and across the 6 behavioral health regions.
  • Develops and directs RBHA contracts and budgets, oversees internal and external policy development, regulatory and contractual compliance and auditing processes, system and service development and facilitates numerous high level meetings to accomplish program goals.
  • Makes multi-faceted decisions as consideration must be made related to multiple funding sources to avoid duplication, sync strategic and business plan initiatives within DBH and across DHHS divisions.
  • Works across multiple systems both internal and external to DHHS including system partners and stakeholders to coordinate services.
Qualifications / Requirements
REQUIREMENTS: Bachelor's Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND two years of experience in a field related to the Behavioral Health including supervisory experience; OR a Master's degree in any of the above mentioned fields. Experience may be substituted for the educational requirement on a year-for-year basis.

PREFERRED: Knowledge of and direct experience working in Nebraska's behavioral health system is preferred. This position requires strong communication, both written and verbal, with the ability to communicate information so others will understand including the ability to conduct formal presentations for public audiences. Strong community engagement and leadership skills are required to facilitate large stakeholder groups from various systems, key leaders across the state's community-based services system. Contract and project management skills are central to this role; Candidates must be able to successfully facilitate and coordinate the work of internal and external partners to accomplish program and strategic goals. Expert organization skills necessary with an ability to develop, implement and translate concepts and established initiatives into concrete, measurable implementation deliverables. Knowledge, Skills and Abilities

Knowledge of: federal and State laws and regulations relevant to the directed program; quality assurance/performance improvement principles and methods of analyzing continuous improvement; business and management principles including strategic planning, resource allocation, human resources, leadership and coordination of people and resources; principles of supervision and staff development; budget administration practices.

Ability to: learn, apply and interpret agency policies and procedures relating to areas of responsibility; identify and relate pertinent pieces of information to form conclusions; establish program objectives or performance goals and assess progress; identify and analyze organizational and operational problems and develop and implement timely and economical solutions; formulate policies to meet identified needs, goals or objectives; respond to changes in direction, priorities and agency values; perform high level analysis; apply principles of logic or synthesis functions involving planning and direction of interrelated activities in multiple departments; identify and integrate concrete and abstract variables to formulate approaches to major problems; exercise judgment, decisiveness and creativity in critical and/or unexpected situations; establish and maintain satisfactory working relationships with managers/administrators/subordinates, community organizations and the public; plan, assign and supervise the work of others.
