Summary Statement

The City of Boise Human Resources Department is excited to announce the opportunity for two (2) Payroll and Timekeeping Administrators to join our team.

Ideal candidates will be detail-oriented, fun loving, collaborators. This position administers the City of Boise's bi-weekly payroll using a centralized payroll processing system resulting in accurate and timely payment of wages in strict accordance with Federal, State, and City laws, rules, and policies. You will get the opportunity to work with employees and department personnel regarding timekeeping issues and payroll concerns. This position works under considerable attention to detail and general supervision with regular opportunity to exercise professional judgment and initiative.

Essential Functions

Administers city payroll using payroll, timekeeping, and HRIS systems software. Supports the calculation and preparation of regular and special payroll checks, supplemental checks, replacement checks, and check reversals. Works and responds to employees and departmental questions on timekeeping and payroll issues. Creates protocols and procedures for time and attendance reporting and performs ongoing training throughout the organization. Maintains data, work shifts, custom programming, and leave accrual structure in the time and attendance system. Calculates mid period wage increases, prepares various payroll taxes, benefit reports, and prepares checks to disburse funds. Monitors ACH electronic funds transfers, postings, returns, and takes appropriate actions. Reviews payroll checks, and direct deposit statements for accuracy. (50%)

Verifies net pay and calculates payroll funding requests to present to treasury. Processes IRS and court orders, evaluates, monitors, and reviews internal operations and procedures to identify potential improvements for overall efficiency. Performs ongoing direct support to specified departments through coordination, collection, and review of bi-weekly payroll. (35%)

Performs support duties in all aspects of the city's HRIS programs and payroll operations. Researches payroll records to compile information needed by individual employees, and city departments. Develops internal control procedures to ensure the city's compliance with federal and state tax law as well as PERSI. Reviews and ensures benefits information with new and existing city employees. (15%)

Requirements

Required Knowledge, Experience, And Training

  • Bachelor in finance or accounting
  • Four years of experience processing payroll, or time and attendance systems, and or preparing and reporting of payroll taxes
  • Or an equivalent combination of education and experience
Level of Knowledge
  • Functional knowledge of payroll procedures and related rules, regulations, and policies
  • Federal and state taxing requirements; Federal and State wage and hour laws
  • General accounting principles and practices; automated accounting and payroll systems ; word processing and spreadsheet software programs.
Abilities
  • Ability to establish methods, procedures, and internal controls to maintain the payroll system
  • Conduct the analysis and resolution of unexpected delays, anomalies, or miscalculations in the payroll data ; utilize a computer and payroll software system to accomplish assignments; key data into spreadsheets, databases, on-line ledgers and journals quickly and accurately
  • Understand the principles, laws, and procedures involved in financial record keeping and accounting functions; apply guidelines, labor contracts and regulations to various payroll situations to ensure proper compensation
  • Independently plan and organize work for accomplishment against strict deadlines; maintain accurate and detailed payroll records; accurately prepare payroll, tax, benefit, and other required reports
  • Work independently; display an attitude of cooperation and work harmoniously with all levels of city employees and the public
  • Communicate effectively in the English Language at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation

Preferred Knowledge, Experience, And Training
  • Five years of experience administering payroll, working with time and attendance systems and or working knowledge of municipal payroll
  • Working knowledge of the Public Employee Retirement System of Idaho (PERSI)

Applicants must be able to pass:
  • City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

While performing the duties of this job the employee is occasionally lifting/carrying up to 10 pounds and rarely lifting/carrying up to 20 pounds. Also, the employee is occasionally pushing/pulling up to 10 pounds and rarely pushing/pulling up to 20 pounds. Work includes sensory ability to talk and hear. Work in this position also includes close vision. Employees will sit. Position requires hand/finger dexterity.
