Position Overview

The Physical Security Specialist, under the direction of the Senior Global Security Manager, is responsible for creating a secure environment for employees, vendors, and company visitors and coordinates and serves as the Assistant Facility Security Officer related to security protocols and legal requirements as they apply to the National Industrial Security Program (NISP) and, the Maritime Transportation Security Act (MTSA). Functions include but are not limited to assisting with the processing of personnel security clearances via the Government approved system of record, record maintenance, administering security awareness training programs, preparing visit requests, assisting with travel security functions and general oversight of security operations in the factory, administrative and maritime environment.

The Security Specialist will have an understanding of and experience with the National Industrial Security Program Operating Manual (NISPOM 32 CFR part 117), the Maritime Transportation Security Act (MTSA, 33 CFR Part 105) and general security requirements for DOD and other Federal agencies. The Security Specialist is also responsible for managing facility security operations including but not limited to the supervision of the Security Guard Force and Facility Access Control System, daily activities regarding entry control, video security, and other security devices and access control to restricted areas, coordination with upper management on security protocols and legal requirements and analyzing identification forms. Must be prepared to perform other duties as assigned.

Responsibilities

  • As Assistant Facility Security Officer (FSO) in the NISP and the MTSA, ensure compliance with U.S. Government directives and regulations as well as Company and Customer directed requirements.
  • Be knowledgeable of the personnel security clearance process to include coordinating initial clearance submissions and periodic reinvestigations with employees, providing guidance and instruction to employees to ensure completion of security paperwork.
  • Assist the Senior Global Security Manager with the SubCom Safe Travel Program, which includes tracking of company personnel on travel and vessels working in high-risk waters.
  • Under the direction of the Senior Global Security Manager, create or implement facility security standards, policies, processes, programs and procedures and evaluate their effectiveness.
  • Plan, direct, or coordinate security activities to safeguard company assets, employees, guests, or others on company property.
  • Ensure facility port security through compliance with the Marine Transportation Security Act (MTSA) per US Coast Guard enforcement criteria. Identify, investigate, or resolve security breaches and insider threats.
  • Respond to medical emergencies, bomb threats, fire alarms, or intrusion alarms, following emergency response procedures.
  • Develop, conduct, support, or assist in governmental reviews, internal corporate evaluations, or assessments of the overall effectiveness of facility and personnel security processes.
  • Train security professionals and employees in security rules and procedures.
  • Administer or participate in emergency management and contingency planning and develop or improve emergency response plans or procedures.
  • Assist in the development budgets for security operations and quality of security program.
  • Assist in the management of integrated security controls to ensure confidentiality, accountability, recoverability, or audit ability of sensitive information, proprietary information, or information technology resources.
  • Monitor facilities or operational systems and conduct physical examinations of property to ensure compliance with security policies and regulations.
  • Coordinate security operations or activities with public law enforcement, fire and other agencies and communicate with government agencies.
Qualifications
  • Experience with DCSA policies, the NISPOM, the MTSA, and other government security directives.
  • Knowledge of E-QIP, NCAISS, DISS, NISS, and other security related databases. Knowledge of other security disciplines, including information, physical, and COMSEC, preferred.
  • Knowledge of the Marine Transportation and Security Act (MTSA) and the enforcement of the requirements of this Act (MARSEC, TWIC).
  • Advanced proficiency with Microsoft Office, including Word, Excel, PowerPoint, and Outlook.
  • 5+ years of experience with industrial and personnel security.
  • AS degree in related discipline is preferred. Internal candidates that meet the necessary equivalency may be considered.
  • Completion of DSS courses and Personnel Security Management and Introduction to DoD Personnel Security Adjudication.
  • Experience with handling of Personal Identifiable Information (PII).
  • Ability to support multiple shifts and travel as needed.
  • Strong organizational skills and ability to manage time efficiently.
  • Strong oral and written communication skills with ability to work collaboratively with cross-functional teams required. Must be able to speak, read and write fluently in English.
  • Must be able to obtain a security clearance.
