Currently, the City of Boise is recruiting for a Plumbing Inspector . This position will perform skilled plumbing inspections, plumbing plan review and licensing compliance activities in all new and existing residential and commercial construction to ensure that engineered plumbing plans, sanitary plumbing, potable water, and medical gas systems, are installed in accordance with applicable codes and safety requirements. Works independently while making decisions that requiring technical discretion and sound judgment. Work is performed under general supervision.

Essential Functions

Performs independent plumbing inspections of plumbing drain, waste and vent, sewer and storm drainage, potable water, medical gas systems and related equipment and fixtures to verify conformity to city approved plans, materials and code requirements. Creates maps of all non-engineered sites or as-built residential sewer services for inclusion to the property permanent record. Participates as a member of the facilities permitting team and helps determine acceptance of projects into the program. May be required to perform limited residential mechanical inspections, and erosion and sediment control inspections. (60%)

Reviews plumbing plans and engineering designs for compliance with local, state and national plumbing codes and applicable regulations. Coordinates plumbing design requirements with other agency reviewers including Public Works, Health Department, Ada County Highway District, and water purveyor. (10%)

Writes correction notices and follows up on the correction of deficiencies of plumbing systems and installations identified during inspections. Monitors inspection area for work being performed without permits, proper occupancy approval and for dangerous conditions. Issues notices of violation, including stop work orders, and civil penalties where unsafe or illegal conditions exist. Performs inspections of permitted work to verify work in progress and projects with minimal documented activity. Coordinates the termination of utilities due to serious code and life-safety violations with the local utilities, supervisor and department management. Verifies the proper licensing of plumbing contractor and journeyman-level workers on construction job sites. Responds to complaints from tenants about substandard housing conditions involving plumbing code violations. (10%)

Coordinates with other building division inspectors to ensure a complete and accurate construction site inspection record. Records inspection results and other pertinent information regarding construction site activity in department database. Coordinates inspection coverage of the city with other Planning and Development Services staff to ensure that all plumbing requirements are completed prior to issuance of a certificate of occupancy, certificate of compliance or other final approval. (10%)

Advises design professionals, contractors, homeowners and others on solutions to technical and code problems. Provides information to customers regarding plumbing code requirements, regulations and permit processing issues. Attends on-site pre-construction, final and problem resolution conferences and develops plans for final occupancy with architects and others associated with projects. (10%)

Requirements

Required Knowledge, Experience, And Training
High school diploma or equivalent and must be a licensed plumbing journeyman in Idaho and possess certification by the International Association of Plumbing and Mechanical Officials (IAPMO) as a plumbing inspector.

Intermediate knowledge of local, state and national plumbing codes, rules and ordinances installation practices and system materials; legal processes involved in the enforcement of plumbing codes and ordinances; current computer software for word processing, spreadsheets, databases, email and internet applications.

Ability to interpret and apply national, state and local code language to detect physical defects in plumbing mechanical and fuel gas installations, and recommend corrections; read and interpret plumbing plans and specifications, and accurately compare to work- in- progress to such plans; exercise technical judgment based on trade and technical experience and familiarity with a wide variety of plumbing potable water, waste and vent, sewer, and medical gas design, installation repair or maintenance problems; prioritize work and maintain an efficient daily inspection route. Establish and maintain effective professional working relationships with those contacted in the course of work including citizens, other city employees, contractors and design professionals; deal constructively with conflict and communicate effectively with people who are angry, frustrated or confused.; operate current computer programs including email, word processing, internet, databases; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
Four years governmental or third party plumbing inspection experience; a general commercial plumbing plan review certification from the International Association of Plumbing and Mechanical Officials (IAPMO); residential mechanical inspector certification from International Code Council (ICC); certification as a NFPA Medical Gas Inspector; AWWA cross connection certification.

Licensing And Other Requirements
Valid state issued driver's license.
License as journeyman plumber in the State of Idaho.
Have or obtain within six months of employment residential and commercial plumbing inspector certifications from the International Association of Plumbing and Mechanical Officials (IAPMO); City of Boise erosion and sediment control responsible person certification; continued maintenance of required certifications.

Special Requirements
Applicants must be able to pass:

City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

Physical Efforts
While performing the duties of this job the employee is frequently lifting/carrying up to 10 pounds and occasionally lifting/carrying up to 35 pounds. Also, the employee is frequently pushing/pulling up to 10 pounds and occasionally pushing/pulling up to 20 pounds. The noise level is occasionally moderate and rarely loud. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, with areas of dust, odors, mist and gases or other airborned matter. Employees are exposed to mechanical and electrical hazards, work in/at heights and confined spaces. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals. in small and awkward crawl space areas that are inhabited by spiders, sometimes are wet, dusty, or moldy; some with broken glass, rusty metal, exposed wiring or fiberglass insulation, that are difficult to get into and manuever around; navigates construction site hazards, heavy equipment, scaffolding, open trenches, excavation sites and dogs.
