Duration: 06 + Months Contract

Description:
* The program manager will provide evidence-based infection control guidance for the IP team LTC facility leadership LTC IPs and Indiana Department of Health IDOH LTC surveyors and IDOH regulatory compliance leadership division.
* IP guidance shall include rapid assessment for COVID -19 new infection cohorting providing direction for transmission-based precautions environmental cleaning assessing hand hygiene program Personal Protective Equipment PPE proper use by auditing donning and doffing practices and provide resources for assuring facilities are using IDOH Center for Disease Control CDC and Centers for Medicare Medicaid Services CMS latest guidance for this COVID 19 outbreak.
* The program manager will supervise and coach the IPs that will perform ICARs and onsite assessments in all state regions. The program manager will provide the IP team with updated Outbreak Tools ORTs that mirror CDC guidance to conduct outbreak assessments across the state.
* The scope includes LTC facilities home care assisted living and memory care dialysis outpatient and dental facilities to identify best practices and gaps within the facility for infection control practice and improvement. The incumbent will direct and provide assistance during the pandemic for COVID-19 and all HAI outbreaks cluster investigations or as requested by the HAI Supervisor.

Essential Duites:
* Interview and hire staff- 11 IPs.
* Develop onboarding package for IP team including IP Toolkits and SOPs.
* Manage operating functions of the IP team with direct supervision of staffs onsite infection control program assessments in congregate care settings including long-term care facilities assisted living memory care and other congregate facilities as directed.
* Coach staff on performing onsite ICARS documentation results and process for the team to communicate assessment to LTC facility and arrange follow up for gaps accessed in each facility.
* Lead change and continuous improvement initiatives for infection prevention across the continuum of care.
* Maintain current knowledge of Infection Prevention CDC guidance literature reviews and IDOH guidelines for infectious diseases and create standard work for the IP team to share across the state.
* Provide guidance to all LTC facilities in the development implementation and practice guidance of infection prevention policies and procedures regarding all emerging pathogens including COVID-19.
* Collaborate with stakeholders to maintain compliance with standards and regulations pertaining to infection control of accrediting and governing authorities.
* Provide IP Epidemiologist with the CDC requirements for preparing quarterly metrics special and periodic reports.
* Oversee the Epidemiologist reports and collaborate together to use this data to drive results for improved infection control practices for process improvement in LTC.
* Build and maintain positive working relationship with peers and other state partners and within the IDOH Epidemiology Resource Center.
* Provide recommendations for training and technical assistance based on opportunities for improvement identified during onsite assessments.
* Assist in development and arrangement of IP education to acute care and LTC facilities regarding infection prevention and control for COVID dental complaints multi-drug resistant organisms health care associated infections and other infectious diseases as necessary.
* Serves as the subject matter expert for general infection prevention and control practices for IDOH leadership team.
* Partner with the IDOH Regulatory Division to provide infection control guidance as directed by following up with regulatory tags.
* Schedule webinars and communication to acute and LTC for infection prevention emerging pathogens and updates to CDC guidance.

Job Requirements:
* RN BSN Master Degree preferred in health sciences
* A minimum of 5 years of experience in infection prevention including 2 years of leadership experience required.
* Board Certification in Infection Control CIC required.
* Practical working knowledge of principles and practices of Infection Prevention Epidemiology in LTC and congregate settings.
* Advanced organizational and teamwork skills with ability to handle multiple tasks and establish priorities.
* Participation and leadership in Infection Prevention professional organizations
* Involvement mentoring leading and facilitating teams/workgroups
* Ability to think critically about public health problems and develop collaborative solutions.
* Ability to communicate verbal and written effectively with both internal and external public health partners and facility directors and administrators.
* Advanced ability to provide technical assistance to medical practitioners LTC and AL staff public health officials agency staff businesses and lay individuals.
* Willingness to travel within Indiana as needed.

Skills:
RN, BSN, Master Degree preferred, in health sciences, Required
A minimum of 5 years of experience in infection prevention including 2 years of leadership experience required,
Practical working knowledge of principles and practices of Infection Prevention & Epidemiology in LTC and congregate settings.
Board Certification in Infection Control (CIC) required
Advanced organizational and teamwork skills with ability to handle multiple tasks and establish priorities.
