Description:

Client is seeking 1 Program Analyst to start as soon as possible. This is a Contract-to-hire position, so all candidates must be eligible for hire at 1040 hours without a fee and without sponsorship.
Conversion salary range: $76,200 - 119,680.

The ideal candidate has deep knowledge of project management, budgeting/forecasting, agile methodologies and tools, Health Plan Experience, as well as excellent communication and presentation skills.

Onsite interviews will be conducted the week of December 2nd
INTERVIEW STRUCTURE;
• 30 minute onsite with Hiring Manager
• 30 minute onsite with VP/Director
• 30 min phone interview with Client HR.

POSITION OVERVIEW:
The Business Transformation Office (BTO) is created to drive the expanded use of Client's business platform by driving the design, planning and implementation activities across people, process and
technology via development of a multi-year strategic roadmap, management of a portfolio of projects to deliver on time/budget across all capabilities and execution of change management initiatives that
ensure a smooth transition to internal & external stakeholders.

The Program Analyst is a critical position within the BTO. The BTO Program Analyst collaborates daily with BTO leadership and PMs to plan, monitor and report on the strategic roadmap and
progress/status across the portfolio of projects.

KEY ACCOUNTABILITIES:
Budget, Financial and Capacity Planning - 30%
• Collaborate with Financial and Capacity Planning resources to plan and track BTO expense and headcount; Complete forecast and budget activities.
• Collaborate with project managers on program estimates, actuals and forecasts to complete.
• Collaborate with BTO leadership on standard tracking and reporting tools.
• Provide monthly financial, resource capacity vs demand reports and open/filled positions for BTO and programs.

Staff On-boarding & Off-boarding - 10%
• Develop in partnership with leadership a standard BTO resource Onboarding Program.
• Coordinate new staff arrivals including space, laptop, access, etc...
• Complete staff termination forms and collect laptops, etc...
• Coordinate space changes with facilities
• Maintain contact lists and organization charts.

Program & Roadmap Coordination - 50%
• Create & maintain program management artifacts on SharePoint including status reports, templates, meeting agendas / notes, roadmaps, staffing plans, estimates, etc...
• Plan & facilitate key BTO meetings including Executive Steering Committee, Summits, Program Status and others.
• Maintain & assist with managing program level IRAAD (Issues, Risks, Actions, Assumptions & Decisions).
• Create & maintain BTO Roadmap & Milestones; Coordinate reviews of both.
• Act as a key point of contact for Project Managers and Business & IT Leaders on the program.

Other - 10%
• Bring new ideas and perspectives to the table
• Other duties as assigned
• Develop and maintain P&Ps for role.

MINIMUM QUALIFICATIONS/REQUIREMENTS:
Minimum education level required to qualify for the position: Bachelor's degree
Minimum years' experience required in the field to qualify for the position: 8-10 years in Project Delivery

**REQUIRED SKILLS**
• Deep knowledge of project management, estimating, agile methodologies and tools
• Near Expert level Excel (complex calculations, pivot tables creation/manipulation, external data links) & PowerPoint.
• Experience with health plans capabilities
• Experience with roadmapping practices
• Builds strong relationships to work cross functionally with ease
• Excellent communication skills - both verbal and written; Meeting facilitation skills;
• Acts independently to determine methods and procedures on new/special assignments
