Education: Required - 4-year bachelor's or undergraduate degree from an accredited program/university, preferably in one of the following areas: social work, psychology, , sociology or related field of study or a Graduate degree from accredited program/ institution in a related field.

Experience: With undergraduate degree 2 years' experience in developing and implementing a program or business including experience in the administration, financial management and supervision of employees. 3 years' experience in working with children and adolescents in a large organization. Preferred - 3 plus years in senior management, multi-tasking high priority projects, development, oversight and management.

With a graduate degree 1 year experience in developing and implementing a program or business including experience in the administration, financial management and supervision of employees. 1 year experience in working with children and adolescents in a large organization.

Supervises: Home Visitors, Administrative Assistant, and interns

Summary: The Director is responsible for using sound professional judgment and best practices to oversee the THV program to ensure quality services are provided to THV clients and the programs are in compliance with all policies and procedures.

Essential Functions:
1. Meet all deadlines required by Regional Director and BCFS HHS Policies and Procedures.
2. Responsible for oversight of the budget for the THV program. This includes reviewing monthly general ledgers, billing spreadsheets, day to day tracking of expenses, and reviewing all financial reports for contract compliance.
3. Monitors and approves program spending based on approved budgets.
4. Reviews and approves monthly spending reports for Home Visitors, and Administrative Assistant. Collects and submits original receipts, expense reports, sign in sheets, and other required documentations for budget and billing in a timely manner.
5. Leads the THV teams by providing case specific consultation and all staff meetings on a regular basis to review and to evaluate each family in the program and to ensure staff needs are being met in order to perform their job responsibilities.
6. Responsible for ensuring contract compliance by monitoring every aspect of the THV program to see that all contract deliverables are met and by seeing that best practice is utilized to provide quality services to families.
7. Completes ongoing training, weekly consultation, and completion of monthly case file audits, review of case documentation, report writing, and shadowing of staff members.
8. Acts as liaison with program contract managers to initiate phone calls, to participate in required meetings, to provide required reporting as required by the contract and to maintain open communication for services.
9. Monitors and maintains an internal procedure manual for the programs that includes written processes, contract specific requirements, and agency policy and procedures.
10. Guides, leads, develops and mentors all direct reporting staff and interns to promote optimal performance through regular communication and evaluations.
11. Responsible for implementation of monthly events with the approval of the Regional Director.

Measurable Deliverables:
1. Meet all guidelines and standards that are applicable to this position.
2. Respond promptly to crises.
3. On-call after hours including evenings and weekends to meet the needs of the clients served.
4. Schedule and participate in meetings and team decisions and operations.
5. Participate in workshops, seminars, education programs and activities that promote professional growth and development.
6. Compile, prepare, submit and maintain accurate records, files, forms, statistics and additional information in accordance with program policies and procedures.
7. Monthly, quarterly and annual contract deliverables are met. Youth are seen as required by the contract agreement.
8. Client files will be maintained according to all BCFS HHS and DFPS standards.
9. Program outcomes are tracked and achieved.
10. Monthly and Quarterly reports are submitted to the Regional Director.
11. All documentation is entered in a timely manner and per contract requirements, and all documentation captures the services provided to the client.
12. Work evenings, weekends and holidays as needed or requested by position supervisor.
13. Implement BCFS HHS safety protocols
14. Maintain confidentiality in all areas of the service population and program operations.
15. Maintain BCFS HHS professional and ethical standards of conduct including demonstrating respect for agency staff, the service population, and community members and complying with required dress code at all times

Credentials, Skills and Abilities:
1. Maintain current licenses and certificates required for the position including but not limited to:
• First Aid • CPR • Emergency Behavior Intervention
• Other
2. Pass a pre-employment drug screen and random drug screens and maintain emotional control and professional composure at all times.
3. Provide proof or work eligibility status upon request.
4. Pass a pre-employment and biennial criminal background and motor vehicle check (fingerprints needed if applicant has lived out of state within the past 5 years)
5. Demonstrate the ability to:
a. Respond sensitively and competently to the service population's cultural and socio-economic characteristics.
b. Communicate effectively in writing and verbally in English and Spanish.
c. Work in a fast-paced environment.
d. Maintain computer literacy required to meet the responsibilities of the position.
e. Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team.
f. Travel as needed.
g. Manage time effectively and efficiently.
6. Bilingual preferred (Spanish)
