Northrop Grumman is seeking a Program Manager 1/2. The location of this position is Orlando, Florida. The qualified candidate will be responsible for leading all phases of the program life cycle, as well as growing and positioning to the program for emerging opportunities. Primary responsibilities are the management of cost, schedule, technical performance, and business development of company programs or subsystems and include, but are not limited to:

  • Establishing and leading a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
  • Establishing and managing the program and subordinate baselines
  • Developing and adhering to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
  • Identifying, allocating and managing program resources, including workforce planning
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
  • Cultivating customer relationships and intimacy to develop further opportunities within the customer community
  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
  • Delivering presentations to customers, executive management and other program stakeholders
  • Identification, distribution, tracking, and completion of program requirements


Qualifications:

Program Manager 1 Qualifications:
  • Bachelor's degree in Business or Software/Engineering discipline and a minimum of 3 years of relevant business experience; or Master's degree in Business or Software/Engineering discipline and a minimum of 2 years of relevant business experience; or 6 years of relevant experience in lieu of degree may be considered
  • A minimum of 2 years of technical leadership experience, including leading team of diverse technical staff (software engineers, cyber engineers, system engineers, test engineers, logisticians, etc.)
Program Manager 2 Qualifications:
  • Bachelor's degree in Business or Software/Engineering discipline and a minimum of 7 years of relevant business experience; or Master's degree in Business or Software/Engineering discipline and a minimum of 4 years of relevant business experience; or 12 years of relevant experience in lieu of degree may be considered
  • A minimum of 5 years of technical leadership experience, including leading team of diverse technical staff (software engineers, cyber engineers, system engineers, test engineers, logisticians, etc.)
General Qualifications:
  • Experience utilizing Agile methodologies to achieve program objectives
  • Experience leading in a government contracting environment
  • Experience in a management/leadership position such as a profit & loss leader, Program Manager, Deputy Program Manager, Integrated Product Team Lead, Cost Account Manager, Scrum Master, etc
  • Must have the ability to obtain and maintain a DoD Secret Clearance
Preferred Qualifications:
  • Master's degree in Business or Software/Engineering discipline
  • PMP certification
  • Experience in a role responsible for strategy development and execution
  • Strong proposal development skills, solid negotiation skills, and excellent oral and written skills
  • Experience with oversight of subcontractors
  • General understanding of technical concepts of functional programming, cloud computing, Model Based System Engineering, Agile/Scrum, functional programming, cybersecurity, networking, virtualization, and configuration management
  • General understanding of the satellite communications domain
  • Experience leading Other Transactional Authority (OTA) and DFAR contracts
  • Knowledge of Northrop Grumman Business Acquisition Process and Program Execution Framework
  • Active DoD Secret Clearance; active Top Secret Clearance preferred
  • Ability to travel up to 25% of time.
