SUMMARY
The Project Manager support the overall wellness of the organization which aligns with the National Coordinator's priorities and President's Management Agenda (PMA). Supports a variety of Human Capital projects to streamline and improve the recruitment and staffing functions of FHCD.
ESSENTIAL REQUIREMENTS
Must be able to obtain a government security clearance for access to facilities, equipment and property.
KEY DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.
Provides expert consulting on HR duties in one or more areas such as classification, staffing, recruiting, benefits administration, employee relations or labor relations.
Works with office FHCD Leadership to evaluate workforce needs and strategies to fill vacancies.
Supports the development of strategic plans for recruiting during surge hiring times.
Provides regular updates to Human Capital Branch Chief.
Collaborates with the Human Capital staff on new recruitment projects.
Develops a comprehensive ONC-wide training plan.
Assists in developing SOPs as it relates to organizational development, succession planning and, developing high-level briefing materials for FHCD meetings with HHS Senior Executives.
Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

EDUCATION AND EXPERIENCE
Bachelor's degree and a minimum of 3 years relevant experience, or equivalent combination of education/experience.
JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES
Must have a comprehensive knowledge of talent management, classification, strategic human capital planning, and functions of a federal HR operations office. Familiarity with the Department of Health and Human Services is desirable, but not a requirement.
Demonstrate expertise in Microsoft Office Suite (such as Office, Word, Excel, and PowerPoint), Salesforce, SharePoint, MS Teams, and Tableau.
LANGUAGE SKILLS
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

Work is primarily performed in an office environment. Regularly required to sit.
