Job Summary

Alliant Energy is hiring for a Regulatory Relations & Policy Analyst II position. In this role we are seeking an analytical and passionate professional to develop, coordinate, and lead sophisticated regulatory policy and pricing analyses for regulatory filings before state and federal regulators.

This is a hybrid position and will work remotely and report to the Madison, WI while training and then on average a few days a week. Candidates must reside in either Iowa or Wisconsin.

In this position you will contribute to the implementation of regulatory projects and cases while collaborating with other business units. You will also represent Alliant Energy in public and regulatory forums.

What you will do
  • Assists in formulating regulatory affairs and rate case strategy and assimilates market intelligence from customers, and competitors. Assists in developing company position and internal and external responses related to pending regulatory initiatives and for compliance with tariff requirements and state and federal regulations in all applicable jurisdictions and regulatory environments by coordinating regulatory research; monitoring changing regulatory compliance requirements; interpreting regulatory positions; evaluating impact; preparing research reports; and communicating actions required.
  • Designs market pricing and tariff changes by performing routine to moderately complex quantitative analysis (i.e.,. class cost of service studies, rate design); designing and preparing tariff filings; assisting with the preparation and delivery of rate and regulatory policy communications materials for internal and external audiences; and ensuring proper administration of tariffs and riders.
  • Assists in preparation for and may participate in negotiations with customers, regulators and interveners related to regulatory activities.
  • Analyzes, researches, and coordinates regulatory data analysis, regulatory filings and other related projects and requirements, ensuring timely and clear communications and response internally and externally.
  • Ensures effective regulatory communications by developing and maintaining working relationships with regulatory staff and interested parties (e.g., customer interest groups); coordinating internal and external regulatory communications; preparing written testimony, exhibits, and other written materials; and providing oral testimony before regulatory bodies as required.
  • Assists with implementation of regulatory compliance and document management systems and processes and provides advice and assistance with regulatory compliance across business units.
  • Coordinates project schedules and the preparation of documents related to regulatory commission orders, data requests and responses, compliance filings, witness testimony and exhibits, regulatory management reports, and other departmental records. Plans and prepares regulatory reports and implements performance measures.
  • Improves processes associated with regulatory programs and initiatives by identifying and evaluating opportunities for continuous improvement (e.g., cost/benefit analysis), develops recommendations, and supports the application of process improvement tools and techniques.
  • Participates in cross-functional teams, including members from accounting, finance, legal, customer services, customer solutions, marketing, and operations.
  • Maintains an understanding and knowledge of regulatory affairs in all applicable jurisdictions and regulatory environments.
  • Assists on wholesale pricing and rates implementation, including assisting on the implementation of formula rate processes (such as monthly energy rates), preparation of service costs and revenues estimates under the formula rate structure, and analysis of market forecasts.

Education Requirements
  • Bachelor's Degree Economics, business administration, public policy, engineering or related field. Preferred
Required Experience
  • 2 years of experience in regulatory affairs, energy industry, or related field.
  • Experience reading and interpreting and applying state or federal regulations in a business setting.
Knowledge, Skills, and Abilities
  • Strongly skilled in Microsoft Excel.
  • Financial analysis skills.
  • Strong communication skills and being able to translate technical material to a broader audience.
  • Demonstrated knowledge of utility operations and energy industry issues.
  • Demonstrated ability to apply all types of process improvement tools and techniques, including information management systems.
  • Demonstrated ability to achieve results through teams.
  • Demonstrated solid interpersonal, verbal and written communication skills.
  • Proven ability to achieve results with a minimum amount of direction.
  • Ability to work effectively in a diverse work environment.
