Job Summary
Evaluate program eligibility of the Child Care Assistance Program based on Illinois Department of Human Service program guidelines.

Duties & Responsibilities

Program Delivery and Evaluation
• Manage and evaluate eligibility of parents to participate in the IDHS CCAP program, ensuring accurate calculation of income based on IDHS state databases.
• Manage incoming family and childcare provider updates through the state databases, including CCMS and Bluezone.
• Implement updated policies and procedures to guarantee a precise determination of eligibility.
• Function independently, while managing required production expectations to ensure contracted timelines are met, while maintaining accurate records.

Program Leadership, Planning and Implementation
• Build positive relationships with childcare providers, parents, and community members by educating them of available resources provided by CCRS and guiding them to navigate the available educational information and services in their community related to early care and education.
• Provide leadership to childcare providers by educating and instructing them on policies and procedures so that they can assist parents in the application process for the Child Care Assistance Program (CCAP).
• Ensure that any CCAP program changes that occur within the contracting State agencies are incorporated into the evaluation process and communicated clearly to parents, childcare providers, and community service agencies based on a strong understanding of the program changes.
• Collaborate with regional and state partners to identify policy and procedural changes needed, providing guidance to the state funding agency to implement new policy.
• Manage the professional and educational social media accounts to clearly communicate policies and procedures, including timely updates.

Organizational Requirements
• Continue educational development by obtaining at least 15 hours of required job-related workshops, trainings, coursework, etc. per year.
• Perform other duties that contribute to the mission of the University of Illinois as assigned.
• Occasional local, regional, statewide travel required.

  • Minimum Qualifications
    Bachelor's degree from an accredited college or university in one of the following areas: Public Administration, Community Planning, Child Welfare, ECE, Child Development, Child Psychology / Behavioral Sciences, Family Consumer Sciences, Social Work, Elementary Education, Family Services, Psychology, Sociology, Human Development, or related field. One year of education, training and/or work experience in the area of specialization inherent to the position. Demonstrated experience in social work, customer service, or early childhood development including experience working with low-income families.

    Knowledge, Skills and Abilities
  • Strong knowledge of early childhood development, ability to interact with the public with strong oral and written communication skills, evidence of strong interpersonal skills and teamwork experience, familiarity with computers and word processing software, ability to prioritize a heavy workload, delivering results on a timeline and providing regular reports of activities and achievements.
  • Appointment Information
    This is a 100% full-time Civil Service 5002 - Program Coordinator position, appointed on a 12-month basis. The expected start date is as soon as possible after 1/17/2023. Salary is commensurate with experience.
