  • PROJECT BACKGROUND


  • The Critical Infrastructure Digitalization and Resilience (CIDR) program is a five-year program funded by the United States Agency for International Development (USAID) and implemented by DAI Global LLC (DAI). The CIDR program will support the governments of countries within USAID's Europe and Eurasia (E&E) portfolio in assisting critical infrastructure entities to incorporate cybersecurity best practices into organizational operations, planning, and procurement; prioritize cybersecurity investment needs; select appropriate mandatory or voluntary standards and corresponding security controls; and establish the basis for region-wide cybersecurity information sharing.

  • OBJECTIVES

  • Kosovo's transmission system operator (KOSTT) manages the Transmission System of the Republic of Kosovo, operating with high-voltage 400kV, 220kV and 110kV lines. The transformers connected to the distribution network, 220/35//10 kV and 110/35/10 (20) kV, also belong to the transmission system. The responsibility of KOSTT is to transmit electricity safely and reliably from generating units to the distribution system, 24 hours a day, 365 days a year. KOSTT is seeking to upgrade its Multiprotocol Label Switching (MPLS) network operating at substations throughout the country. The previous network was installed in 2009-2010 and has reached "end of life, end of service." This network needs to be replaced with a network that is smart grid/5G ready and ENTSO-E/trusted vendor compliant.

    The tender calls for an MPLS-TP system, which is not compatible with current Internet of Things (IoT)/smart grid requirements. Many trusted vendors, including US companies, no longer offer or support that technology. A newer MPLS technology is available at a comparable price with fewer cybersecurity vulnerabilities. The budget as approved by the Energy Regulatory Office is ₠ 2.5 million. KOSTT has requested support for an external advisor to review its technical specifications to upgrade its MPLS network and make recommendations for the most appropriate technical specifications.

  • DELIVERABLES
  • Draft/review technical specifications for the tender in a way that ensures that the selected technical solutions will:
  • Deliver the highest levels of reliability and security, ensuring key functionalities from the previous MPLS network are maintained and expanded, with improved protections put in place;
  • Be compatible with smart grid technologies, such as utilization of IoT devices and 5G networks;
  • Comply with existing and anticipated European Association for the Cooperation of Transmission System Operators (TSOs) for Electricity (ENTSO-E) and other relevant EU regulations
  • Ensure fair and open competition of multiple reliable technology providers (i.e. must be 'vendor agnostic')
  • Provide advice on anticipated key challenges in MPLS Network Upgrade (based on similar/comparable projects and available information about KOSST, its networks and operations)


  • QUALIFICATIONS


  • Required
    • Bachelor's degree in telecommunications, ICT, engineering, or similar technical field;
    • At least 10 years of experience in the field of networking technologies, with various vendors and technologies;
    • Deep understanding of key technologies and concepts, including previous experience with MPLS networks design and implementation.
    • Applicants must be eligible to work in the U.S.


    Preferred
    • Advanced degree in relevant subject;
    • Information security certification;
    • Advanced networking certification;
    • Experience in energy sector;
    • Fluency in Albanian.
