Title: Senior Program Officer (Finance, Investment, and Trade)
Location: Washington, DC (50% hybrid)

Introduction:
Mindseeker is looking for a Senior Program Officer (Finance, Investment, and Trade) to support the Millennium Challenge Corporation (MCC) in its mission is to provide grant assistance and mobilize private capital to support economic growth and poverty reduction in select developing countries with a demonstrated commitment to just and democratic governance, economic freedom, and investments in their citizenry. The Senior Program Officer will coordinate and perform work assignments related to Private Sector and Blended Finance activities working with other Finance, Investment and Trade (FIT) team members and in-country counterparts, as well as assist with operational duties to support the development and/or implementation of international assistance programs for developing countries.

Major Duties and Responsibilities:

  • Assists with due diligence and other operational duties during all phases of the MCC Program development cycle - from problem identification to project design and implementation oversight; provide advice and guidance to country counterparts and MCC country teams as appropriate.
  • Provides comprehensive contract and project management including development of terms of reference; recruitment of consultants; tracking progress and completion of deliverables; monitoring reports and disbursements; and planning for project close-outs.
  • Monitors and tracks project problems and issues and provides status reports to senior staff.
  • Monitors and reports on progress of missions in the field.
  • Reviews quarterly disbursement requests for Finance, Investment and Trade (FIT) activities and monitors Program budgets and procurement plans.
  • Reviews program reports and provides comments to appropriate management officials and staff. Develops and maintains statistical reports, including project results reports for program activities. Monitors and tracks projects and provides oral or written reports to senior staff. Assists in the preparation of data for quarterly portfolio reviews of projects on a country-by-country basis.
  • Represents FIT as needed at MCC Country Team meetings and participates in Quarterly Portfolio Reviews.
  • Independently reviews program funding and spending data and develops cost information reflecting program trends for an assigned area of an organization's financial program. Analyzes financial status reports for overall program status.
  • Determines pertinent issues and collects relevant information from a variety of sources. Reviews information and applies standard analytical techniques. Develops preliminary recommendations and proposals. Prepares drafts of findings and/or recommendations for review by more senior specialists.
  • Prepares a variety of documents related to the hiring of consultants and in the related on-going management of the related contracts.
  • Addresses procurement problems that require interpretation or adaptation. Analyzes established programs and performs duties to support administrative planning activities for the organization. Monitors and tracks project problems and issues and provides status reports to senior staff.
  • Organizes and maintains accurate and accessible files of contracts, consultants, and Program activities.
  • Researches and analyzes non-standardized administrative and program issues. Provides analytical and research support to FIT staff on specialized topics.
  • Responds to requests for information concerning research in specific areas. Reviews and analyzes specialized or technical information from a wide variety of sources. Conducts research and analysis in topics in specialized program areas. Requests require considerable analysis to determine the specific research area and the types of information that will most directly meet the requester's needs. Searches MCC and outside databases to obtain technical reports of completed research and data on ongoing projects.
  • Develops search techniques and files for handling specific types of requests. Reviews information obtained in response to an inquiry from patrons for its relevance to the inquiry. Renegotiates the scope and deadline of the inquiry as necessary. Identifies and examines publications, electronic resources, and trends in field of specialty. Draws upon solid knowledge of collections and resources in assembling reports and research papers. Prepares written responses to inquiries requiring a tailored response. Responses contribute to other research facets, which form a basis for policy consideration.
  • Performs other related duties as assigned.

Required Qualifications:
  • Bachelor's degree in finance, business administration, or relevant field.
  • 3+ years of experience working on financial analytics, income statements, balance sheets, and/or other finance/investment-related functions.
  • 2+ years of experience in contract, grants, and/or SOW management.
  • Demonstrated ability to plan, monitor, and recommend disbursement approval and provide advice to senior management as they relate to relevant project-specific requests.
  • Demonstrated ability to work collaboratively and effectively in multidisciplinary teams, and with staff of other USG agencies, counterpart country institutions, and/or multi-lateral development institutions.
  • Solid understanding of blended finance and trends in blended finance in a development context

Preferred Qualifications:
  • Advanced degree in finance, business administration, or relevant field.
  • Solid understanding of MCC's organization, rules, regulations, procedures, administrative policies, and laws relating to financial and private sector development.
  • Some experience related to finance, investment, and trade in the private sector.

Work Environment:
  • Must be able to work onsite in Washington DC in an office setting at least 50% of the time.
  • Frequent foreign travel to developing countries with limited infrastructure is required.

Suitability Requirements:
  • All employees supporting MCC must be able to pass a thorough background investigation, including credit check, prior to starting.
