BACKGROUND:

Over 1.8 million people have died from the COVID-19 pandemic. It has further disrupted access to essential services including immunization and put tens of millions at risk of contracting vaccine-preventable diseases.

Efforts to develop, distribute and deliver COVID-19 vaccines are a top priority globally. According to the COVID-19 Global Response and Recovery Framework (GRRF), the U.S. government (USG) has committed to supporting the target of vaccinating 70% of the world population by the end of 2022. This requires an integrated effort of vaccine readiness and vaccine supply. The one does not work without the other. As part of the U.S. Government's commitment to global frontline efforts to get shots into arms and save lives around the world, USAID is leading the U.S. Government's Initiative for Global Vaccine Access (Global VAX), which will expand assistance and enhance international coordination to identify and rapidly overcome vaccine access barriers and save lives now, with a specific emphasis on scaling up vaccination support in sub-Saharan Africa.

The Office of Maternal and Child Health and Nutrition serves as the Agency's technical and policy lead on maternal, newborn, and child health; immunization; nutrition; and environmental health, with a focus on preventing child and maternal deaths. The Child Health and Immunization Division provides technical and policy leadership, addressing the leading killers of children in the post-neonatal period, and on immunization and polio eradication. USAID's immunization activities include investments in Gavi to support Gavi, the Vaccine Alliance, at the country, regional, and international levels. In June 2020, the USG committed $1.16 billion to Gavi over Fiscal Years 2020-2023, subject to Congressional appropriations, to support Gavi's 2021-2025 strategy (Gavi 5.0) to immunize 300 million more children and save up to 8 million lives. Additionally, as part of the Consolidated Appropriations Act, 2021 the U.S. Congress appropriated $4 billion to USAID for the procurement and delivery of COVID-19 vaccine. With this additional contribution, the USG is the largest donor to Gavi.

Global supply forecasts estimate that the final months of 2021 and the beginning of 2022 will see a rising volume of COVID-19 vaccines rolling out in the 92 low- and lower-middle-income countries (LICs/LMICs). Based on initial estimates, these countries will have to increase their ability to administer COVID-19 vaccines (their "vaccine readiness") by three to six times what they are currently doing in order to deliver vaccines to those who need them the most.

The USAID Global Health Bureau's Vaccine Access and Delivery Initiative (VADI) is seeking a Senior Technical Advisor, Vaccine Supply and Country Readiness, to provide technical, policy and programmatic advice for COVID-19 vaccine introduction, rollout and scale-up in approximately 100 countries globally.

The Senior Technical Advisor will deliver exceptional, high-quality technical recommendations for USAID support to countries in the readiness and delivery of COVID-19 vaccines. The Senior Technical Advisor, Vaccine Supply and Country Readiness will collaborate with the Pillar I Lead and other Technical Advisors, the Emergency Operations Center Team, and Data Team to respond to urgent needs for the VADI.

Responsibilities

The Senior Technical Advisor will work on COVID-19 vaccine access and delivery and provide: 1) management, analysis and planning support to Pillar III (COVAX); and 2) Technical assistance to country-level and COVID-19 vaccination programs.

  • Lead and support engagement with GAVI activities.
  • Lead the interpretation and communication of policy recommendations;
  • Lead preparation for interagency, and domestic and global meetings, and consultations as related to COVID-19 vaccine technical assistance;
  • Lead coordination efforts with various stakeholders and in COVID-19 vaccine country readiness and delivery processes.
  • Develop briefers or other documents to summarize progress in COVID-19 immunization; contribute to advance COVID-19 vaccination global priorities;
  • Provide virtual support to the EOC regional clusters sharing information on COVAX data and supply chain solutions, providing input into briefing materials, and organize cross-country learning and problem solving;
  • Prepare and present technical presentations at meetings and workshops as appropriate;


Qualifications

  • Graduate degree in public health, epidemiology or equivalent and nine (9) years of experience in the field of global public health or equivalent education and work experience
  • Minimum of five (5) years direct experience managing or advising routine immunization programs including new vaccine introductions, and vaccine preventable disease specific programs such as polio eradication, measles elimination.

Competencies


  • Demonstrated experience with COVID-19 vaccination efforts including country readiness and delivery approaches and latest policy and programmatic developments
  • Knowledge of IA2030, Gavi 5. 0 and familiarity with global immunization policies and strategies; and partner networks
  • Experience in evaluation design and iterative learning, using data and predictive analysis for design, performance monitoring and decision making
  • Knowledge and demonstrated experience of disease control initiatives and campaigns (e.g., polio, measles, tetanus)
  • Ability to work with global and country stakeholders in the formulation of policy, assessment and application in program design and monitoring
  • Excellent interpersonal and team skills--demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants
  • Ability to work independently, manage multiple tasks concurrently, and meet deadlines with attention to detail and quality
  • US citizenship or permanent residency required
  • The ability to obtain and maintain, at a minimum, a facility access clearance.
  • Fluent spoken and written English; Fluency in French or Portuguese preferred
  • Prior experience working in countries is an advantage
  • Excellent written and oral communication and computer skills
  • Willingness to travel up to 20 % of the time
  • US citizenship or US permanent residency and ability to obtain at a minimum a facility access clearance.
