Subcontract Administrator/Manager Job Description

This position works within the Contracts & Business Support department staff and business unit managers to establish agreements supporting purchasing, subcontracting, and consulting. This includes drafting and negotiating agreements as well as entering, extracting, and analyzing data in our accounting and contracts data systems. Additionally, they will be expected to design, keep updated and produce purchase orders from the Deltek CostPoint system as well as periodic reports to support budgeting, forecasting and regulatory reporting requirements. Further, this position will be responsible for managing the company's Federal small business participation program in accordance with FAR Part 52.244-2, which includes outreach to small businesses and capturing and reporting status on use of small businesses. This position requires the ability to understand federal and commercial subcontract administration and financial information, knowledge of Deltek CostPoint, understanding of federal contracting environment, high level of organizational skills and ability to listen to internal customer needs to translate them into comprehensive and supportive subcontracts/consulting agreements/purchase orders.

Responsibilities:

  • Refining process for using Deltek CostPoint Purchasing and Contract Management modules
  • Drafting standard and non-standard teaming/consulting/subcontracting agreements
  • Work with Contract Administrators and Program Managers to obtain authorization and consent for subcontracting as necessary
  • Prepare, issue, administer, track, and report on awarded subcontracts, vendor, and consulting agreements along with their associated task orders
  • Input of negotiated agreements and task orders into CostPoint
  • Tracking and reporting status of Consulting/Subcontracting/Purchasing activities
  • Management of Small Business Program
  • Filing of small business participation reports


Required Qualifications:
  • BA/BS Business related degree and 5+ years of experience in government subcontract contract administration and purchasing
  • Solid understanding of all types of government contracting, the FAR, Commercial contracting, and contract law
  • Strong spreadsheet and pricing skills using Microsoft Excel
  • Experience with Government Contracting Multiple Award Contract (Such as SEAPORT, GSA, etc.) schedules, Deltek Costpoint and Microsoft office suite of software applications
  • Working knowledge of Contractor Purchasing System Review (CPSR) compliance as well as understanding the requirements of working in a DCMA approved purchasing system environment are preferred.
  • Excellent oral and written communication skills


Security Requirements:
  • Applicant will be subject to a security investigation and must meet the eligibility requirements to obtain and maintain a security clearance issued by the US Government. In addition to the security clearance, this position may require an additional background screening for base access.
