Job Summary/Basic Function:
Supervise and manage all University Property & Casualty and Workers Compensation insurance programs, including claims and Certificates of Insurance.
Department Overview:
The Office of the State Board of Education is seeking a Systemwide Risk Manager who will be on loan from Boise State University. The newly developing Systemwide Risk Management function, under the oversight of the Idaho Office of the State Board of Education (OSBE), provides enterprise risk management services to Colleges and Universities, including Boise State University, Idaho State University, Lewis-Clark State College, and the University of Idaho. The function provides a service to both OSBE management and the State Board of Education (SBOE) through appropriate communication and reporting to assist them in discharging their responsibilities. The Systemwide Risk Manager reports functionally and to the Chief Financial Officer of OSBE.
Level Scope:
Establishes departmental goals and objectives, functions with autonomy. Manages the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and campus wide goals and objectives. Ensures professionals adhere to defined internal controls with a focus on policy and strategy implementation. Manages systems and procedures to protect departmental assets and requires practical knowledge in leading and managing the execution of processes, projects and tactics within one area.
Essential Functions:
• Lead risk management initiatives. Identify internal and external risks to the university, policies, programs and events, and assess for both potential loss and opportunity.
• Investigate root causes of incidents in collaboration with EHSS, Public Safety, Transportation, Compliance, Human Resources, and other departments as appropriate.
• Analyze exposures, losses, trends, and impacts.
• Oversee and review insurance programs.
• Act as primary liaison with the State of Idaho Department of Administration Risk Management and Idaho State Insurance Fund for insurance coverage and renewals, claims reporting, and claims management.
• Review contracts and certificates of insurance and generate waivers. • Collaborate and Report. Advise management of risk trends, exposures, and mitigation strategies.
Build training materials, processes, procedures and forms.
• Lead presentations and training sessions as appropriate.
• Promote standardization of risk management services across BSU, ISU, LCSC, and UI and collaborate to develop an Enterprise Risk Management program.
• Travel may be required to other universities or for professional development.
• Will also perform other duties as assigned.

• Knowledge of Idaho laws and statutes.

• Excellent critical thinking and problem-solving skills, able to work through complex issues and divergent priorities of stakeholders.
• Strong analytical skills.
• Excellent oral, written, and presentation skills.
• Ability to work successfully with individuals from diverse backgrounds and
cultures.
Minimum Qualifications:
Bachelor's Degree and 5 years experience or equivalent.

Preferred Qualifications:

• Experience interpreting, applying, and explaining complex information such as regulations, policies and/or services.
• Prefer ARM certification or advanced degree.
• 5 years of experience in managing operational risks and insurance programs for
higher education.
Salary and Benefits:
Salary range of $90k-$105K/per year, commensurate with experience.
