This position:

  • Provides the City with detailed, meaningful workforce analytics to support data-driven decisions across departments
  • Develops and executes business strategy through better understanding, planning and engagement of our people
  • Presents workforce data to advise organizational leaders and plays an integral part in guiding department work plans based on key metrics and analysis
  • Work requires considerable independent judgment and initiative without established guidelines and procedure

Essential Functions

Develops workforce analytics to anticipate needs and support department work plans. Consults with organization leaders to ensure talent is deployed strategically across all functional areas and departments meet budget objectives. Applies analytical methods to business problems, driving improved decision-making and outcomes. Develops and administers employee surveys to gain intelligence around employee engagement, experience, hiring, terminations, and other key points in the employee life cycle. Collaborates on recruiting, turnover, diversity, training, compensation, wellness, leave use trends, retirements and succession planning. Develops strong, credible partnerships and learns all aspects of the business for positive impact. Moves the organization away from reactionary services to discover root causes and meet true underlying needs. Supports and responds to a variety of annual workforce reporting requirements. (60%)

Dissects and summarizes information with visually compelling charts and graphs to achieve understanding at all levels of the organization. Effectively presents and articulates findings to key stakeholders digitally, in person, and in written forms. Critically evaluates information from multiple sources and systems using data mining and extraction to reconcile conflicting or incomplete data, toward creating a consistent set of tools. Develops dashboards and reports to measure and project workforce data, and promotes and trains use of self-service tools and technologies. Translates data into succinct, actionable business insights and develops a holistic story. Interprets and explains the implications of data on performance and the business and provides recommendations for action to drive individual and organizational performance improvement. Publishes standard and complex ad-hoc reports with varying detail for different audiences. (40%)

Requirements

Required Knowledge, Experience, And Training
  • Bachelor's Degree in Computer Science, Business Administration, Human Resource Management, or related field
  • 3 years of experience with data management and visualization
  • Or an equivalent combination of education and/or experience
Level of Knowledge:
  • Expert knowledge of Excel analytics
  • Statistical analysis, survey tools, and research techniques
  • General data architecture and data visualization
  • Functional knowledge of employment laws, and related state and federal regulations
  • Principles, techniques and practices of human resources management
  • Training and development principles and practices
Ability to:
  • Use creative problem solving to generate new perspectives and innovative solutions
  • Face challenges and ambiguity with passion for achieving results
  • Display professionalism and discretion in handling sensitive information
  • Apply consultation skills to determine needs and guide business leader
  • Manipulate and manage large, complex databases, spreadsheets, and queries with a strong commitment to data integrity

Preferred Knowledge, Experience, And Training
  • Master's Degree in Industrial/Organizational Psychology, economics, statistics or related field
  • 5 years of progressive experience applying analytical methods to business problems, driving improved decision-making and outcomes. Knowledge and experience with advanced BI tools, HRM systems, Excel VBA coding, SQL, or other database queries are a plus
Licensing And Other Requirements
  • Valid state-issued driver's license
Special Requirements
Applicants must be able to pass:
  • City of Boise background check processes including a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation
  • Driving Record Check
  • Criminal Justice Information System background check (CJIS)

The noise level is rarely moderate. Work includes the sensory ability to talk and hear. Work in this position also includes close vision. Employees will sit, reach and grasp. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions. Employees will also drive a vehicle as part of this position.
